Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology is seeking to purchase Two (2) Individual Rotation Motion Control Systems and Accessories.*** ***All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity Two (2) Individual Rotation Motion Control Systems, each system shall include the following components; One (1) Motion Controller for 8 axes, Four (4) Drivers for Motion Stage, and Four (4) Closed Loop Rotation Stages, which shall meet or exceed the following specifications: Rotation Stage Specifications- (1) Must have a motor mounted encoder; (2) Must have a continuous travel range of 360 degrees; (3) Must have a resolution of 0.01 degrees or better; (4) Must have an absolute accuracy of 0.01 degrees or better; (5) The max speed must be 20 degrees per second or larger; (6) The rotation stage must not wobble more than 100 microrad; (7) The rotation stage must be physically smaller than or equal to 2.3 inches by 0.85 inches by 4.7 inches; (8) The rotation stage must have a holder for one (1) inch optics; Controller Specifications- (1) The controller must be capable of controlling 8 axes; (2) The controller must have TCP/IP communication, with Ethernet 10/100 Base-T connection, with less than 0.5 ms position query time; (3) The controller must have simultaneous multiple axis control capability; (4) The control loop must be capable of PID velocity, PID acceleration, and PID position control; (5) The axis position or speed must allow for the possibility of control, by analog input; (6) The axis position, speed, and acceleration must be copied to analog output.*** ***Delivery shall be provided no later than 8 weeks after receipt of an order delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. *** ***Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting the Requirement," and 2) Price. Price shall not be considered on technically unacceptable quotes. *** ***Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications & clearly documents that the product offered meets the specifications identified herein.*** *** The full text of a FAR provision or clause may be accessed electronically at www.acqnet.gov/far. *** *** The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications- Commercial Items. *** *** Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items.
