Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The Centers for Medicare and Medicaid Services intends to negotiate with only one responsible source, Dr. Steven Levenson, 7801 Ruxwood Road, Baltimore, MD 21204-3540. Simplified acquisition procedures will be used for the acquisition of a medical expert who can assist the Division of Nursing Homes in the development of detailed interpretive guidance revisions for surveyors, as well as medical and pharmacy issues concerning geriatric residents of nursing homes. Dr. Levenson is a nationally recognized expert in geriatric medical direction in nursing homes, having written several key textbooks for this specialty. He has an uncommon understanding of the CMS survey process, regulations, and guidelines for long term care, through his long participation in expert panels and stakeholder groups with CMS, as a national representative of the American Medical Directors Association. He has been working as a consultant to the Division for the past few years on the survey guidance revision project, through previous and current procurements. He has also been working on providing consultation on emergent medical issues before the Division, and through this effort, he has gained significant understanding of the surveyor role in evaluating facility compliance with the long term care requirements, and their need to evaluate medical decisions of facility physicians and medical directors. The period of performance will be from September 2006 through August 2007. Any interested parties may submit a description of their capabilities to perform within 5 days of this notice and the submission will be considered. However, all contractors must be registered with the Central Contractors Registration System (CCR) at www.ccr.gov.
