Description
The U.S. Coast Guard is setting aside this acquisition for HUBZone Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC CUSHING (WPB-1321), a 110 Foot ?B? CLASS PATROL BOAT, at the contractor?s facility. This procurement is not geographically restricted. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 8 May 06 with quotes due on or about 31 May 06 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The home pier of the vessel is San Juan, Puerto Rico. The vessel?s availability is for sixty (60) calendar days, starting on/about June 15, 2006. The scope of this acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC CUSHING (WPB-1321). Provide all labor, material and equipment necessary to perform dry dock repairs, including but not limited to the following Base Items: Repair Plating and Framing and Renew Insulation in Various Locations; Preserve Forward Auxiliary Space; Clean and Inspect Skeg Top Plating in Engine Room; Clean, Inspect and Repair Fuel and Oil Tanks; Inspect Bronze Sleeves in Various Areas; Inspect and Maintain Cathodic Protection System; Overhaul Hydraulic Pumps; Renew Valves; Preserve Transducer Hull Ring; Preserve Freeboard; Overhaul Mechanical Shaft Seal Assemblies; Overhaul Steering Gear Components; Remove, Inspect and Reinstall Propeller Shafts; Install Gooseneck Vent (EC No. 110-C-099); Renew Windows; Overhaul Stabilizing Fins; Provide Temporary Logistics; Routine Drydocking; Renew Shower Stalls; Renew and Relocate Fuel Piping; Renew Sea Strainers; Renew Water Lubricated Propeller Shaft Bearings; Remove, Inspect and Reinstall Propellers; Remove, Inspect and Reinstall Rudder Assemblies; Preserve Underwater Body ? Complete; Renew Capastic Fairing; Provide Temporary Berthing; Provide Temporary Messing; Provide Temporary Logistics; Renew Floating Deck System in Aft Berthing Space and Reseal Cosmetic Polymeric Deck Covering Systems. Option items include but are not limited to the following: Welding Repairs; Skeg Top Plating Preservation; 100 UT shots; Remove and Dispose of Additional Fuel (up to 100 gallons); Perform Stern Tube/Strut Alignment Inspection; Inspect Government Furnished Propeller Shaft; Repair Propeller Root Erosion; Balance Propeller; Renew Rudder Upper Bearing; Renew Rudder Lower Bearing; Reprime UW Body; Renew Cathodic Anode; Renew Reference Electrode; Provide Additional Temporary Logistics; Provide Additional Temporary Messing; Provide Additional Temporary Berthing; Composite Labor Rate and Laydays. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
