Description

The U.S. Department of State Office of Acquisition Management intends to issue a Sole Source Award to Militech International LLC, Sterling, VA for the acquisition of Mace Security International (MSI) ?TG Gard? Security System. The MSI TG Gard Security System includes electronically fired tear gas grenades and dispensers that currently interface with our existing stock of MSI reloads and dispensers. All DSS Regional Security Officers (RSO?s) and their Security Engineers have been trained to reload grenades, test, and monitor the operation of these units The system and accessories have been requested for the personnel who were trained on the use of these systems, and are supplied to all of the existing Embassies worldwide. The dispensers requested are needed to equip the Embassy with familiar, safe, and reliably functional protective equipment. The economic impact to the U.S. Government for using other items than what is requested would be great and would involve the re-training of all personnel on any new make, model, or system design. The Bureau of Diplomatic Security has verified that the requirement as described meets the minimum requirements of the U.S. Government. The statutory authority permitting other than full and open competition is 41 USC 253 9 ?(1). The regulatory authority is FAR 6.302-1, only one responsible source and no other supplies or service will satisfy the agency?s requirements.
