Description

The U.S. Department of State Office of Acquisition Management intends to issue a Sole Source Award to FNH USA INC, Mclean, VA for the acquisition of the M249 Para SAW, M240B weapons and repair parts. FNH USA is the only manufacturer of the M249 Para SAW, M240B weapons and repair parts and these particular items are not for sale by their distributors. The M249 Para SAW and M240B are customized machine guns for the U.S. Department of Defense and other specialized U.S. Government Agencies. DS Special Agents are required to utilize the M240B and M249 Para SAW while in Baghdad, Iraq and other high threat posts. DS Special Agents have been trained to use these weapons and the economic impact for using any other weapons than what is requested would be great and involve the re-training of all Agents in the field including purchasing all new weapons to issue to the various mission locations overseas. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 ? (2) or 41 U.S.C. 253 ? (2). The regulatory authority for this procurement is FAR 6.302-1, only one responsible source and no other supplies or service will satisfy the agency?s requirements.
