Description

The US Department of State Bureau for International Narcotics and Law Enforcement Office of Aviation (INL/A) intends to procure up to fifty commercial PT6-3B twin pack engines from Pratt and Whitney on a sole sources basis. The commercial Pratt and Whitney PT6-3B Twin Pac engines are to be procured to replace the military T400 power sections currently installed in the UH-1N helicopters operating in Colombia. The UH-1N helicopters in Colombia provide downed aircrew Search and Rescue /gunship support for the Colombian eradication mission. INL/A is the major operator of the T400. The current 40+ year old engines require replacement due to: Military T400 engines are no longer being manufactured and are considered obsolete Minimal parts and spares availability for repairs Substantially increased costs for scarcely available parts / spares Lack of updated technical publications and procedures Increased man-hours to maintain Reduced technical engineering support / Safety of Flight coverage Degraded performance not adequate for mission flight profile Safety risk to flight crew and passengers Decreased mission availability Pratt and Whitney is the only manufacture of commercial engines that are Bell Helicopter (Original Equipment Manufacture) approved for installation on the UH-1N / Bell 212. Installation of the commercial Pratt and Whitney PT6-3B Twin Pac will satisfy all the requirements listed above and is the only option available to keep our UH-1N flyable. Additionally, it will significantly reduce the current high risk to the USG and INL/A.
