Description

This is a combined synopsis/solicitation for service and maintenance in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4801-06-T-0168 and this is a Request For Quotation (RFQ). This announcement will be issued as a combined synopsis/solicitation. The anticipated award will be a Firm Fixed Price Contract, the award will be made based on the Best Value to the Government. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-07. This acquisition is to be 100% set aside and awarded to SB. The North American Industry Classification System (NAICS) code is 333921. The SB size standard for this code is 500 employees. PROJECT DESCRIPTION: Please refer to the Statement of Work attached. All items shall be delivered FOB Destination to Holloman AFB, NM 88330. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. The period of performance will be for one (1) base year and four (4) one-year option periods. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-07. This acquisition is to be set aside and awarded to SBA Certified 8(a) firm with a bonifided location in New Mexico. The North American Industry Classification System (NAICS) code is 333921. The number of employees is 500. PROJECT DESCRIPTION: ELEVATOR INSPECTION AND SERVICING 1. The Contractor shall inspect, service, repair, and maintain sixteen (16) elevators and dumbwaiters. The elevators consist of various hydraulic and traction elevators. The elevators are located in various buildings throughout Holloman AFB, NM. 2. The elevators and dumbwaiters shall be lubricated, inspected, serviced, and adjusted once every month in accordance with the manufacturer?s maintenance instructions. The interval between servicing visits shall be approximately 30 days. The work shall consist of, but is not limited to, the following: An examination of the pump unit, controller, safety devices, interlocks, and all other major operating systems in the elevator; Regular lubrication of the equipment using the appropriate lubricants; Minor adjustments as required; Cleaning and removing any accumulated dust, dirt, grease, and grime. 3. All work shall be performed by an ASME QEI-1 certified inspector. The Contractor will be required to submit a copy of the ASME certifications prior to award of the contract. 4. Upon completion of the monthly servicing visit, the Contractor shall provide the Civil Engineering Administrator in Building 55 a copy of the Contractor?s standard inspection checklist for each elevator. If any repairs are identified during the monthly servicing visit, the Contractor shall provide a written estimate to the CE Administrator as soon as possible. 5. Any required repairs shall be handled as a separate contract. This shall include any repairs identified during the monthly servicing visits, and also those repairs that occur on a random basis throughout the year. 6. Once a year, the Contractor shall perform an annual safety inspection for all the passenger and freight elevators. The inspection shall be performed in accordance with the requirements of ANZI A17.1, Part X ? Safety Code for Elevators and Escalators. The Contractor shall submit an inspection report for each elevator to the CE Administrator after the inspections are completed. Annual safety inspections will not be required for the dumbwaiters. 7. The Contractor is expected to work independently with little assistance from the government. The Contractor will be furnished with a base map and vehicle passes to access the base after the contract is awarded. All work shall be completed during normal business hours. 8.
