Description
This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, 19 Apr 06. This is a brand-name-or-equal requirement in accordance with FAR 11.104. The brand-name or equal item is Lurawave Smart Compress III (Part #: JP2-100201-30). Its salient characteristics are as follows: (a) Compress digital images and graphics. (b) Convert the most commonly used image formats such as Windows Bitmap, Portable Pixelmap, Portable Graymap, TIFF and JPEG to the new international image compression standard JPEG2000 (*.jp2). (c) User-controlled loading of data (d) Compression rate selectable from lossless to extremely high compression with lossless compression ranging from 1:1.5 to 1:5. (e) Allow compression to a given quality of the reconstructed image. (f) Support compression of user specified regions of higher quality within the image (Region-of-Interest). (g) Decompression supporting Regions-of-Interests (h) Compression with integrated password protection (i) Decompression of password protected images. (j) Copy/paste, zoom and online help This RFQ has the following contract line item numbers (CLINs): CLIN DESCRIPTION QTY 0001 Lurawave Smart Compress III software license 180 (Part #:JP2-100201-30) with runtime license 0002 Base Year (May 06 ? May 07) software 180 maintenance and support 1001 Option Year I (May 07 ? May 08) software 180 maintenance and support 2001 Option Year II (May 08 ? May 09) software 180 maintenance and support Offerors must quote each of the above CLINs. Partial quotes will not be considered. The following provisions apply: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation?Commercial Items; and 52.212-3, Offeror Representations and Certifications?Commercial Items. The inserts for 52.212-2(a) are (in descending order of importance: (1) technical capability of the item offered to meet the Government?s requirement, (2) past performance, and (3) price. Technical capability of the item offered to meet the Government?s requirement and past performances, when combined, are more important than price. The following clauses apply to this acquisition FAR 52.212-4, Contract Terms and Conditions?Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Miller has been appo8inted as Ombudsman to hear concerns from offerors, or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or the source selection process.
