Description
This Performance Work Statement (PWS) details the requirement efforts to provide the Joint Directorate of Military Support (JDOMS/J3) and the Adjutant General (TAG) of Florida, Florida National Guard (FLNG) with Domestic Operations functional consult ation expertise for a full range of Military Support/Defense Support to Civil Authorities (MSCA/DSCA) issues. This requirement is restricted and has been set-aside for 100% small business participation. The associated NAICS is 541611, $6.0 Million. The G overnment intends to award a non-professional services contract with a base year plus two options years. The government intends to award without discussions based on price as described in the statement of work; therefore, the offerors initial proposal sha ll contain its best terms. This PWS provides Domestic Operations planning and operational consultant expertise to the FLNG by furnishing additional management support, liaison and research in new areas of Domestic Operations policies, training, personnel, materials, equipment (except Government furnished equipment) and knowledge to perform the tasks. The contractor will provide the FLNG with expertise as a result of the past two hurricane seasons and knowledge of NORTHCOM's new mode of operation. The con tract also provides direct consultation with National Guard Bureau (NGB) to establish new procedures, policies and new training venues on domestic operations. Florida was named by NGB as the model state for Domestic Operations, thus causing other states t o request expertise and training in the performance of Domestic Operations missions. Execution of these tasks requires the contractor to have a thorough understanding of the National Response Plan and the associated interagency relationships [to include D epartment of Defense (DoD) and NGB], the State of Florida Comprehensive Emergency Management Plan, the FLNG Joint Operations Plan for Military Support to Civil Authorities / Homeland Defense, FLNG Joint Operations Center (JOC) operations, deliberate planni ng and response processes (at local, intermediate, state, and federal levels), and the practical utilization of interstate mutual aid  under the Emergency Management and Assistance Compact (EMAC). Such Consultant would not be hired to replace an authoriz ed civil service position/employee, but would be an adjunct to the HQ FLNG. Anticipated number of man-hours for this position is between 600-2,080, on an annual basis. Work may vary. Average 40 hours per week.  10 hours maximum per day, except as neces sitated by emergency mission requirements. Federal Position equivalent is GS-13. Location of work is St. Augustine, Florida or TDY locations as appropriate. Contractor will be provided, at no cost, government office space, equipped as necessary to carry out the tasks of this PWS, at FLNG Armories in St. Augustine, FL predicated on mission requirements. Secret Clearance is required for operational planning and coordination for classified Homeland Defense operations. Top Secret Clearance may be required a nd is desirable.
