Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research Development and Engineering Command intends to award a non-commercial, indefinite delivery, indefinite quantity (IDIQ) contract to provide various engineering, analysis, test and technical support to insert/integrate and test various technologies on the Boeing product line for the U.S. Army, to include but not limited to the AH-64, CH-47, AH-6 (Little Bird), and Scan Eagle fleet of Army aircraft. The requirement involves AATD or AA TD customer initiatives to improve the capability of, expand the service life of, or correct deficiencies of U.S. Army variant rotorcraft. AATD intends to award one, cost-plus-fixed fee, IDIQ contract with an anticipated award date of July 1, 2006. The est imated maximum value of the contract will be $75 million. The minimum order value will be $25,000 and will be obligated concurrently with award of the IDIQ contract. This acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation will be issued. The intended source is McDonnell Douglas Helicopter Company, a Boeing Subsidiary, located in 5000 E. McDowell Ro ad, Mesa, Arizona 85215-9707. Boeing Mesa is the original designer and manufacturer of specific Army aircraft to include AH-64, CH-47, AH-6 and the Scan Eagle. Boeing Mesa has performed every major modification and modernization effort for the Army on thes e aircrafts. Boeing Mesa is the only firm holding the design, development and software knowledge necessary to successfully perform the technology integration and test support efforts required by the Government. Boeing Mesa is deemed to be the only responsi ble source uniquely qualified to perform this program. Specifications, plans or drawings relating to this procurement are not available and cannot be furnished by the Government. Alpha contract negotiations, appropriate for sole source requirements, will b e limited to Boeing Mesa. Individual task orders will be issued. The contract requirement and subsequent orders will be developed jointly between the Government and Boeing Mesa, consistent with alpha contracting procedures and applicable cost principles, c lauses, and provisions in accordance with the Federal Acquisition Regulations (FAR). Under each individual task order, AATD will acquire Boeing Mesa support to effect the necessary engineering, analysis, test and technical support necessary to substantiate the candidate concepts/designs. Testing may involve contractor flight testing using Government-furnished aircraft. Performance locations will vary from the Boeing Mesa facility in Arizona to Fort Eustis, Virginia and other CONUS sites as identified in eac h task order. The overall period of performance for the IDIQ contract is five years with no options. The North American Industry Classification System (NAICS) is 541710 and the size standard is 1500 employees. This notice is not a request for proposals; ho wever, all responsible sources may submit a proposal, which will be considered by AATD. Proposals submitted in response to this notice are due no later than June 16, 2006, 2:00 p.m. EST.
