Description
This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Engineer District, New York ,, is seeking information regarding capability and availability of potential contractors to perform contra cts for Design-Build and Design-Bid-Build to include new construction and renovation as well as supporting services, in support of the Military Construction Program for New York and New Jersey . The District proposes to use a diverse mix/pool of contract ors for single award contracts primarily at Fort Drum and other military installations, including McGuire AFB, NJ, The United States Military Academy, NY, Fort Hamilton, NY, Watevliet Arsenal, and Seneca Army Depot, NY. Facilities may include but are not limited to.Child Development Centers, Chapels, Fire Stations, Vehicle Maintenance Facilities, Physical Fitness Centers, Training Ranges, Warehouses, Administrative Facilities - General Office Space, Barracks/Lo dging Facilities, Aviation (Vertical Con struction), Brigade/Battalion Headquarters (HQ), Command & Control Facilities, Major Army Command HQ, Tactical Equipment Maintenance Facilities, Brigade Operations Complex (Brigade Combat Team (BCT) Operations, Vehicle Maintenance, Company Operations, Barr acks, Dining Facilities; and BCT Training Operations, Brigade/Battalion Headquarters, Vehicle Maintenance, Barracks, Dining Facilities, Company Operations, and Deployment Facilities. Construction services to be performed consist of, but are not limited to, projects of general construction criteria requiring site work, exterior utility systems, paving and storm drainage. The emphasis will be on typical vertical construction and may include IT and collateral equipment, systems furniture, loose furnishings and casework. Other projects include medical and laboratory facilities, and runway construction. Future Army MILCON projects will place greater emphasis on allowing all type s of construction in accordance with provisions of the International Build ing Code (IBC), including use of pre-fabricated, factory built, and modular building components. The purpose of this sources sought synopsis is to determine the capability and availability of qualified contractors to perform these services to include 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses, Small Disadvantaged Businesses, Woman-owned Businesses, and large business concerns. The primary North American Industrial Classification Sys tem (NAICS) Code applicable to this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard for this requirement is $31 Million. There are several other NAICS codes and size standards that may app ly to specific projects or to individual IDCs that specialize in a particular construction sector to include: 237 - Heavy and Civil Engineering Construction ($31 Million, except Dredging and Sur face Cleanup Activities which is $18.5 Million); 238 - Sp ecialty Trade Contractors ($13 Million); and 541 - Professional and Technical Services (Ranging from $4.5 Million to $25 Million). Offerors are requested to respond to this Sources Sought Synopsis with the following information. Responses sho uld be limited to three pages. 1. Offerorss name, address, point of contact, telephone number, and e-mail address. 2. Offerors capability to perform, to include geographic span, logistic complexity, and project size. Include offerors in-ho use capability to execute design and construction, or established relationship with a design firm to perform D-B, comparable work performed within the past five years, brief description of the project, and dollar value of the project. 3. Offerors busine ss size to include designation as HUBZone Small Business, Service Disabled Veteran-owned Small Business, 8(a), etc. For 8(a) Contractors, please include propos ed graduation date from the 8(a) Program. 4. Offerors bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 5. Offerors should indicate if they would be interested in the Ge neral Construction or Special Trades contruction and provide information on experience that demonstrates capability for the pool(s) for which they express interest.
