- This is a combined synopsis/solicitation for the supply of commercial item/services prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation numbered N00181-06-Q-0246 is issued as a Request For Quotation (RFQ). This acquisition is a 100% Small Business Set Aside IAW 19.502-2(a). The applicable NAIC is 811310 with a small business standard threshold of $6.5M. FISC Norfolk Naval Shipyard anticipates award of a firm fixed-price contract for the following: Contractor shall provide all labor and materials necessary for the removal of existing and the replacement of four (4) backgauge systems of four (4) press brakes located at Norfolk Naval Shipyard, Portsmouth VA. (Press Brake Mfrs: 3 ea, Cincinnati; 1 ea, Chicago). Contractor shall provide Hurco Autobend Backgague Systems OR EQUAL. Units shall replace the existing backgauges in size, capacity and capability. Specifications for all proposed OR EQUAL backgauge systems must be reviewed and approved by Norfolk Naval Shipyard. IT IS THE RESPONSIBILITY OF THE OFFEROR TO ENSURE SUBMISSION OF COMPLETE EQUIPMENT SPECIFICATIONS WHICH ALLOW FOR A THOROUGH TECHNICAL EVALUATION. FAILURE TO DO SO MAY RESULT IN AN OFFER BEING INELIGIBLE FOR AWARD. Contractor shall provide complete, operational units. All services shall be turn-key. Norfolk Naval Shipyard shall dispose of existing back gauges. All contractor personnel performing under this requirement at the Norfolk Naval Shipyard shall be English speaking U.S. citizens. All work shall performed during Norfolk Naval Shipyard?s regular business hours of 7:20 AM to 3:50 PM (Mon-Fri). Services shall include the training of proper backgauge operation and maintenance for up to five (5) Government personnel. Contractor shall provide two (2) sets of commercial manuals to include operation, maintenance, troubleshooting and part identification. Warranty: All components, parts, repair/installation work, and labor shall be covered by warranty from defects in design, materials, and workmanship for a period of two (2) years for parts and ninety (90) days for labor from the date of acceptance by Norfolk Naval Shipyard. Warranty shall include parts, labor, travel and per diem and shall incur no cost to the Government. In the event warranty work is required, Contractor shall respond within 24 hrs of Government notification with a proposed method and time schedule for warranty repairs. All warranty work shall be completed by the Contractor in a timely manner. Warranty work performed at Norfolk Naval Shipyard by the contractor shall be accomplished by English speaking U.S. Citizens during Norfolk Naval Shipyard?s normal hours of operation. This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 05-08 and the latest Defense Federal Acquisition Regulation Supplement. The following apply: FAR 52.212-1, 52.212-2, 52.212-4, 52.212-5 (incorporating 52.203-6; 52.219-8; 52.219-14; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-19; 52.225-13; 52.232-33) ADDENDA: FAR 52.203-6; DFAR 252.212-7001 (invoking 252.225-7001) IMPORTANT NOTICE: DFARS 252.2094-7004 Required Central Contractor Registration (CCR) applies to this procurement. Please ensure compliance with this regulation prior to submittal of your quotation. Lack of registration in the CCR database may make a contractor ineligible for award. Offers shall be evaluated for fair and reasonable prices, technical acceptability, adherence to applicable clauses/provisions, required delivery schedule and a satisfactory past performance record. Parties responding to this solicitation may submit their quotation in accordance with their standard commercial practice (e.g. company letterhead, formal quote form etc) but MUST include the following information: 1) Complete company name, mailing and remittance addresses 2) Prompt payment terms 3) Delivery schedule 4) Taxpayer ID number 5) ALL COMPLETED CERTIFICATIONS AS REQUIRED HEREIN - SPECIFICALLY THOSE FOUND IN 52.212-3. All deliverables shall be FOB Destination, NNSY, Portsmouth, VA 23709-5000. Important Note: All quotations must be received by this office NLT 12:00 PM (Local Time), 12 MAY 2006.
