Description
The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN SAN DIEGO) is soliciting this Sources Sought synopsis for interested Small Business contractors that would qualify for this competitive, best value, procurement as a 100% Set-aside for Small Business. Pending the results of this market survey the SPAWARSYSCEN SAN DIEGO may consider this contract for as a multiple award contract under an unrestrictive solicitation. The work spans a variety of System Engineering disciplines, requiring Enterprise level expertise. The effort also necessitates a distributed workforce, with a presence across the country. This can most cost effectively be achieved by organizations that already have cross- country business presence. The scope of work for the above titled procurement is as follows: The scope of this effort is to provide engineering services for the life cycle support of the Modeling and Simulation (M&S) and Information Systems and Technologies including: research, systems and software design and development, interface design and development, systems integration, test, and interoperability, test and evaluation, analysis and assessment, technology transition, installation, training and exercise support, operation and maintenance, configuration management, and quality assurance. This contract shall also provide M&S and Information systems compatibility, integration, and interoperability with current and emerging (next generation) command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. This contract applies to the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) and related Information Systems (IS) products of all CBD Joint Project Managers (JPMs). This includes the JPM IS family of products (including prototypes and experiments) and systems (including fielding and support services), including the Joint Warning and Reporting Network (JWARN), the Joint Effects Model (JEM), the Joint Operational Effects Federation (JOEF), the Joint Total Assets Visibility and Reporting Warehouse (JTAVRW), the JWARN Integration Capability (JIC), Homeland Security/Homeland Defense (HLS/HLD) Shared Web-enabled Common Operational Picture (WebCOP) pilots, and the Software Support Activity (SSA). Also, the contract applies to the related AT/FP family of products (including prototypes and experiments) and systems (including fielding and support services). Work will require compliance with the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) for the system life-cycle process. This includes process monitoring, reporting and auditing in accordance with best practices indicated by the SEI CMMI as practiced at SSC SD. It is anticipated that a five-year, 305,280 labor hour Indefinite Delivery/Indefinite Quantity type contract with a Cost-Plus Fixed-Fee pricing arrangement will be solicited for competition after the results of this Sources Sought has been evaluated. The North American Industry Classification System (NAICS) code for this effort is 541512 for Computer Systems Design Services and the small business size standard is a company with annual gross revenue of not more than $23,000,000 (average over three years).
