Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ??proposal?? and ??offeror?? are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining information on the availability of various decontamination systems as identified in the body of this Request for Informaton. (End of Provision) ________________________________________ The Joint Project Manager - Decontamination, Joint Program Executive Office for Chemical Biological Defense is seeking to obtain a better knowledge and understanding of industry capabilities regarding applicators for possible use in supporting operational decontamination (reduction of gross contamination to minimize transfer and contact hazard) and thorough decontamination (reduction of contamination to eliminate vapor and contact hazards) of military materiel, aircraft, naval ships, ports, and fixed facilities. Specific product performance and support information is sought on items that are currently available or are actively being pursued by industry to be available in the 2007-2010 timeframe. Information is requested on rugged systems that would withstand the harsh military environment (vibration, temperature, humidity, transport drops, blowing sand, etc) or could be readily modified to withstand these environments. Systems should impose a minimum logistics burden (e.g. time to setup/tear down; personnel to operate and maintain; packaging handling, storage and transportation restriction; volume/weight). To maximize warfighter flexibility, it is desired that the systems be capable of applying as many of the current standard and non-standard decontaminants as possible. These decontaminants include water, hot soapy water, High Test Hypochlorite, Super Tropical Bleach; multi-part peroxide based decontaminants (e.g. Decontamination Foam 200), ethylene glycol, other oxidizers and solvents. Information is sought on various sizes of applicators to support/perform operational and thorough decontamination of military materiel, aircraft, naval ships, ports, and fixed facilities. These can be categorized as follows: ?X Small: Light enough to be carried by one person. ?X Medium: Can be transported on small military vehicles (footprint less than 45?? x 50??) and can be safely lifted and carried by personnel (preferred), and/or safely lifted and moved with Materiel Handling Equipment. ?X Large: Can be mounted on large military vehicles (footprint less than TBD, including decontaminant storage) and perform decontamination of equipment, facilities and terrain while on the move. ?X Fixed: Components can be transported on large military vehicles and assembled on location as a fixed system. In a decontamination scenario the systems would be used for missions of 22 of 24 hours, excluding the time to refuel/resupply the system. The larger the system, the more capability and automation is desired. Some of the specific challenges associated with decontamination operations that JPM-Decon would like to address are: ?X Ability to apply to the top and undercarriage of vehicles and obtain feedback that these areas have been adequately covered with decontaminant. ?X Reduce warfighter exposure to contaminated environment during decontamination operations and spashback of the decontaminant ?X Reduce manpower and support requirements At no cost to the Government, vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit four hard copies and/or an electronic copy of the product data sheets, related brochures, descriptions, or other documentation felt appropriate. Responses should include product name, product description, manufacturer, size category (small, medium, large, fixed), approximate cost per unit, decontaminants with which the system is compatible, length of time the product has been produced or when product is expected to be available; current uses of the system; and a point of contact should the Government desire to seek further information. Product description should include the technical characteristics such as: ?X Power requirements ?X Consumable requirement ?X Compatibility with specific decontaminants ?X Size, weight ?X Accessories ?X Environmental ranges (e.g. temperature, humidity, vibration) ?X System pressure, flow rates, heating capability etc ?X Decontaminant storage capacity (volume), ?X Manpower requirements, ?X etc Written responses are to be received by 4:00 p.m. Eastern Standard Time on May 31, 2006. No telephonic responses will be considered. The information submitted may be used in the preparation of subsequent requests for proposals. No solicitation exists at this time. The publication of this request or vendors?? subsequent submission of product information shall not be construed as a commitment by the Government for vendors to procure equipment or to take any other action regarding this request for information. It is also noted that the information submitted may be made available to non-Government personnel for evaluation purposes. Therefore, submission of product information should contain the vendor??s stated permission for release of this information to non-Government personnel as determined appropriate by the Joint Project Manager - Decontamination, Joint Program Executive Office for Chemical Biological Defense.
