- NAICS 236220 ? The General Services Administration (GSA) is soliciting competitive proposals for a design/build project to construct the following: Primary Vehicle Inspection Canopy with Non-commercial Primary Lanes, a separate Bus Lane and associated Paving; Administration Building; Secondary Vehicle Non-commercial Inspection Canopy; Headhouse in the Secondary Vehicular Inspection Area; Dog Kennel Building; Parking; and complete associated site work. Southbound Non-Commercial and Commercial Inspection Areas will be priced as an option to this contract. The scope of services will require at a minimum: construction drawings, specifications, cost estimates, Value Engineering services, computer aided design and drafting (CADD), project scheduling, submittal preparation, construction quality control, construction, preparation of as-builts, post construction services, and commissioning. The design will include consideration for sustainable design features and shall be LEED Silver. This project shall be designed under the auspices of the GSA Design Excellence Program. GSA will provide documentation depicting the site for this new international crossing. It will be the responsibility of the Offeror to: design this project under the GSA Design Excellence guidelines for Federal Architecture, achieve construction in budget; construct the new facility; complete the design and construction (including Commissioning) within 630 calendar days of Notice to Proceed. The work will require coordination with the GSA Property Manager, Construction Manager, Building Tenants, and other Government Contractors. Capabilities to sequence and schedule the work and quality control for the design and construction efforts are required. This is not a request for proposals or qualifications. The Procurement Phase 1 documents will be available on or about May 16, 2006. Procurement Phase 1 will be a Request for Qualifications (RFQ). Procurement Phase 1 responses will be due on or about June 27, 2006. This is a full and open procurement. The successful Offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman owned small business, veteran and disabled veteran-owned business, and HUBZone small business to participate in this contract. The current subcontracting goals for Fiscal Year 2006 are: 39% small business concerns; 6% small disadvantaged business concerns; 5% woman owned small business; 5% veteran-owned small business; 3% service disabled veteran-owned small business and 3% HUBZone. An acceptable subcontracting plan must be provided with the Procurement Phase 2 proposal. Small businesses are not subject to this requirement. A Pre-qualification Conference will be held on or about June 6, 2006. A time and location for this conference will be stated in the RFQ document, but is anticipated that the location will be in McAllen, TX. The Guaranteed Maximum Price cost range for this project is $15,000,000 - $25,000,000 including design and construction as well as options for the Southbound Non-Commercial and Commercial Inspection Areas. The project will be procured using Source Selection procedures, which will result in a firm, fixed-price award to the Offeror who provides the best value to the Government, with technical ability being significantly more important than price. The Procurement Phase 1 Source Selection technical evaluation factors listed in order of importance tentatively are as follows: Experience and Past Performance of the Design Firm; Experience and Past Performance of the Construction Firm; Experience and Past Performance of the Key Personnel; and Design Philosophy and Project Approach. All responsible firms are invited to submit a Procurement Phase 1 response. The Government intends to disclose responses received in regard to this solicitation to non-government evaluators. Each evaluator will sign and provide to GSA a "Conflict of Interest Acknowledgment and Nondisclosure Agreement." Offerors found to be in the competitive range will receive the Request for Proposals and additional documentation to allow them to respond to Procurement Phase 2. Procurement Phase 2 offerors will receive a stipend of $25,000 each for a fully developed proposal to help defray some of the preparation costs. Production costs and Procurement Phase 1 response preparation costs are at the expense of the requestor.
