- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-0120-S-06-0020 and issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This is a small business set-aside with an associated NAICS code of 541922 and small business size standard of $6.5 million. The following are this solicitation?s list of contract line item number(s) (CLIN) and items, quantities and units of measure. 0001, Chugach National Forest (CNF) Photo Shoot, approximately 400 photographs of acceptable quality and content for each of the two seasons (approximately 800 total). Quote shall include all supplies, incidentals, transportation and supervision necessary to perform work outlined in description of work. Description: Description of Work: The intent of this contract is to provide the Chugach National Forest with a digital archive of 700 to 800 full color photographic images representative of the Forest in two (2) seasons (Spring and Summer), featuring landscapes, a variety of wildlife and people in a variety of recreational activities suitable for publication. Photographer shall possess sufficient local knowledge of the area (knowing where to go to get the best shots of particular subjects), be experienced in backcountry travel and have the ability to mobilize quickly and efficiently in order to minimize costs and get the best shots of time sensitive subjects that are not consistently available, such as salmon runs, whales in Turnagain Arm, or being able to take advantage of particularly great light and weather conditions. Formats: Contractor shall provide HD with the final photos in the following formats: If photographer is shooting slides: Original slides ? the original slides from the photographer shall be provided to the CNF after the final photo selections are made; and, .jpg format - slides shall be scanned, organized, labeled and provided electronically on CDs in the highest resolution jpeg format (extra fine quality). If photographer is digital: Original untouched, raw files; and .jpg format ? high resolution jpgs (extra fine quality), organized, labeled, and provided on a CDs. Miscellaneous: Naming structure: Each photo shall have a unique name that includes the location, subject and date it was taken. There shall be a mix of both landscape and portrait style photos with the majority of photos being landscape. There shall be a mix of photos depicting both developed Forest Service sites and facilities, as well as, undeveloped, backcountry areas. Photos shall be taken from a variety of perspectives (i.e. close-up, wide angle, etc.) at a variety of times during the day with a variety of lenses. Contractor Responsibility: The Contractor shall provide everything -- including, but not limited to, all equipment, supplies, transportation, labor, and supervision necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. Project Location & Description: Location: The project is located on the Chugach National Forest, AK. Description: Photographs shall be of the Chugach National Forest with an emphasis on the three primary geographic areas: the Kenai Peninsula, the Prince William Sound, and the Copper River Delta. Terrain is varied and extremely rugged from islands to mountains with extreme weather conditions possible. Accessibility: Various forms of transportation, to be determined, arranged and paid for by contractor may be required. Much of the area will need to be accessed by boat or plane. The contractor will adhere to any access restrictions that apply to the public. In addition, fixed-wing access is allowed throughout the Chugach NF. The Forest Service will not be responsible for making arrangements for fixed wing flights.. The Chugach NF has no designated ?wilderness areas? that would restrict access further. Any prospective contractor desiring an explanation or interpretation of the solicitation, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding. Right and Credits: The U.S. Government shall own exclusively and without reservation all rights to any images and negatives produced under this statement of work. Images shall not contain any references to the contractor. When published, or otherwise used by the Government, images will be credited to the ?U.S. Government? or ?USDA Forest Service.? Maps: Maps showing the general vicinity of the three geographic areas are available electronically. Please email the person named below to request the maps The maps are general in nature and should not to be considered as definitively identifying locations. Estimated Start Date & Contract Time: Start: May 30, 2006, Time: 153 days, Restrictions on Work: Work may be performed at any time during the period of the contract, except as outlined here. Nothing in this part shall be construed to take away any of the Government's rights under FAR Clause 52.242-15, Stop Work Order. Restrictions are as follows: When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage. Camping and Housing: Most developed campgrounds on the Chugach National Forest (CNF) are on the national reservation system. Contractors can choose to stay at these sites by making the necessary reservation and fee payment via the national reservation system. Contractor will be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit. Technical Requirements. General: There shall be a mix of both landscape and portrait style photos with the majority of photos being landscape. Photos shall be taken from a variety of perspectives, at a variety of times during the day, with a variety of lenses and should be a mix of locations throughout the Forest. There should also be a variety of people in a portion of the photos displaying a range of activities that illustrates the multiple use mission of the Forest Service, such as hiking on a Forest trail, sea-kayaking in Prince William Sound or mining on the Kenai Peninsula. The photos shall convey that people are experiencing the Forest and Alaska. A variety of people would include a diverse representation, such as tourists and residents, adults/children/families, men/women, black, white, Hispanic, Asian, native people (upon award, the COR will provide a list of the local villages/tribes), etc. Examples of key places for wildlife photography opportunities: salmon runs at the Russian River, the shorebird migration along the Copper River Delta, and sea life in Prince William Sound. Prior to initiating work, the contractor shall develop a proposed shoot list for review and modification with the COR at the pre-work meeting. Formats: The contractor shall provide the Contracting Officer?s Representative (COR) with the final full color images delivered in electronic format on CDs, containing images sorted and indexed by subject, location and season. Photos may be either digital camera images or slide film, which has been scanned and digitized (the original slides shall be delivered to the COR as well). Digital images shall be a least 10 mega-pixels or higher and shall be provided in .jpg format. Prework Conference: Before work begins, a pre-work conference will be held within approximately seven days of award to discuss the contract ? especially the specifications, labor provisions, plan of work, and selected standard clauses and to discuss/modify the contractor?s proposed shoot list. The pre-work conference shall be attended by the photographer. The pre-work conference will be held either in person or by conference call. Individual Photo Description: Each photo shall have a unique name that includes the location, subject and date it was taken. Photo Selection: After each photo shoot on the Forest, the contractor shall select the best (500 or more) photos from the shoot and send the proofs to the COR within 30 calendar days. The proofs shall either be contact sheets or in .jpg format on CDs. The COR will make his/her initial selections (300 to 400) from those photos and notify the contractor within 30 calendar days. Once all the photo shoots have been completed, the COR will then make his/her final selections and notify the contractor within 30 calendar days. The contractor shall then have 30 calendar days to submit the finalized CDs. Review: During the photo shoots the COR, or a designated inspector, will be available by telephone to answer questions during business hours. During these hours, and by appointment, the contractor can stop by the COR or inspector?s office to consult in person. After the first shoot, the COR will review the subject matter and location for the subsequent shoot, providing input to the contractor at least one week prior to the next shoot. Photo Releases: It shall be the responsibility of the contractor to obtain signed photo release forms (will be provided when purchase order is issued) from any recognizable person(s) in any given shot. Forest Service personnel on duty do not need to sign a release. (Forest Service personnel should be in full uniform and have the proper safety gear if the situation warrants it.) However, if any Forest Service personnel are photographed off duty, a signed release is required. A minimum of one Forest Service employee will be made available to be in the photos (unless designated as a COR or inspector, any such personnel are not to be relied upon for official feedback on this project). This person(s) will be available for a minimum of three (3) days during the shoot. If other Forest Service personnel are encountered during the shoot, they may be photographed if in uniform and agreeable. The requested date for delivery is 153 days after receipt of order. The place of performance or delivery and acceptance is Chugach National Forest, Alaska. Shipping terms are FOB Destination The provision ?52.212-1, Instructions to Offerors-Commercial?, applies to this acquisition and the following are provided as an addenda to this provision: NONE. The provision ?52.212-2, Evaluation-Commercial Items?, applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision, are as follows: Price; Past performance describing artistic ability on similar projects, timeliness of delivery and three (3) references; Vendors shall submit a digital portfolio of similar projects either by providing three (3) copies on CD in .jpg format or a web address along with their response. Contractor shall also respond to the evaluation factors listed in this clause. Contractor?s project plan, including proposed number of days for each shoot and percentages of types of photos (landscape or portrait AND people or wildlife or landscape) as well as a contingency plan for inclement weather. The project plan shall also address the contractor?s ability to mobilize quickly and efficiently to capture time sensitive shots. (The plan will be evaluated on the adequacy of the plan and its value for the proposed price.) Technical ability: Provide a description of equipment and software to be used to fulfill requirement. Technical and past performance, when combined, are approximately equal to price. Past performance is considered more important than technical ability. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items.
