- The Natioinal Institutes of Health, Office of Research Services intends to award a sole source fixed-price purchase order to Federal Employees Education and Assistance Fund of Littleton, Colorado. 1. The contractor shall demonstrate the ability to effectively manage the National Institutes of Health (NIH) Child Care Subsidy Pilot Program. This program was and still is the primary provider of childcare subsidy administrative services to the federal government. The contractor set up the first childcare subsidy program for the Office of Personnel Management (OPM), and established the policies and procedures for this program that is now being used as a model for participating agencies. 2. The contractor shall be responsible for the administrative functions of the program to include, but shall not be limited to the following: Receiving applications. Determination of eligibility. Payments to providers. Notification of employees and maintenance of all program records. 3. The contractor shall handle all administrative tasks associated with the tuition assistance program appropriately and effectively. 4. The contractor shall help the NIH design publicity material, and help design the agency?s tuition assistance applications, unless the NIH chooses to use existing Department of Health and Human Services (DHHS)/OPM applications. 5. The contractor shall maintain confidentiality of all the information contained in the tuition assistance applications. 6. The contractor shall notify parents and the child care providers of the amount of the tuition assistance that each family will receive, and the effective dates. 7. The contractor shall determine the eligibility of child care providers to receive Federal funds, and shall obtain applicable licensing and other regulatory requirements to include, but shall not be limited to the following: Each child care provider shall be required to submit a copy of any current licenses and any statement of compliance from anyone charged with regulating that provider. Each child care provider shall be required to submit their taxpayer identification numbers. Each child care provider shall understand that if, for whatever reason, the provider is no longer licensed or subject to regulatory oversight, or is not in compliance with applicable regulations, the provider shall immediately notify the contractor and the Federal employee whose child is enrolled in the child care program. In such cases, the provider shall no longer be permitted to receive the tuition subsidy. 8. The contractor shall ensure that requirements are being met to be eligible to be a child care provider, to include but shall not be limited to the following: Child care provider shall have a family child care home, or a child care center licensed and/or regulated by the State and/or local authorities. Child care provider shall meet all requirements of its particular jurisdiction where the services are provided. 9. The contractor shall review monthly invoices for the tuition assistance amounts from the child care providers, and shall provide payment if appropriate, based on the invoiced amount no later than thirty (30) calendar days after the date of the invoice. 10. The contractor shall pay tuition assistance directly to the child care providers, not the Federal employee. 11. The contractor shall receive a written invoice on a monthly basis from the child care provider. 12. The contractor shall ensure that tuition assistance be quoted as weekly amounts, and ensure that invoices be prepared using full week amounts unless the child leaves the program during a particular week. 13. The contractor shall provide the agency with monthly reports for tax purposes if payments do not qualify for the Dependent Care Assistant Plan (DCAP) exclusion. 14. The contractor shall issue monthly reports to the NIH on the status of the NIH tuition assistance program. The reports shall contain, but shall not be limited to the following information which shall be due on the fifteenth (15) day following the end of the month: Report shall contain the amount of tuition assistance disbursed in a given month. Report shall contain the number of children enrolled whose parents receive the tuition assistance subsidy. Report shall contain the number of Federal employees from the agency who qualified for a subsidy, and who are receiving the subsidy. Report shall contain the total family income of each family that receives a tuition subsidy. Report shall contain the amount of the weekly tuition subsidy for each recipient. Report shall contain the name and address of each child care provider that provides services for the tuition assistance recipients. Report shall contain the number of total applications for the month. Report shall contain the number of applications in process. Report shall contain the number of new tuition assistance subsidies and the number of applications who were ineligible. Report shall contain the number of applicants who were denied assistance, and why. Report shall contain the remaining balance of the agency?s funds. 15. The contractor shall submit an original and one copy of a technical proposal which shall demonstrate the approach that shall be used to provide all the services described in the statement of work. 16. The contractor shall submit an original and one copy of a pricing proposal that indicates the total, firm, fixed price for providing their services. 17. The period of performance shall begin immediately following award and shall continue through September 30, 2006. It is the Government?s belief that the above requirements can only be met by the Federal Employees Education and Assistance Fund. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
