- The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to Academy for Health Services Research and Health Policy, 1801 K Street, Suite 701-1, Washington, DC 20006. The anticipated date of award is May 26, 2006. The contractor shall be responsible for but not limited to the following: The purpose of this contract is to stimulate abroad range of health services and public health researchers to address priority issues related to the provision of substance abuse treatment services. The contractor shall assist CSAT in the development and implementation of two meeting seminars addressing selected initiatives which reflect current SAMHSA priority issues. Specific objectives include the following: 1) stimulation of creative thinking about the selected priority issues in the substance abuse treatment field, 2) dissemination of information gained from CSAT selected field services activities and 3) provision of a forum for discussion of cutting edge services and financing issues in the area of substance abuse treatment, organization and financing. The contractor shall include CSAT as a cosponsor of the 2006 annual meeting, and in that capacity will undertake the following tasks: Invite CSAT representation on the annual conference planning committee, and involve CSAT project officer in the process of agenda development and meeting planning by providing information and background materials for two planning meeting conference calls. Schedule and provide administrative and logistics support for a CSAT ?Program Agenda Update" session, to be chaired by a designated CSAT representative. This session will address current CSAT program and policy initiatives with respect to the priority services, organization and financing issues in the mental health and substance abuse treatment fields. Schedule and provide logistics support for an "Invited Papers" conference session, to include presenters who are selected by CSAT and to be chaired by a designated CSAT representative. The contractor shall advise the PO of schedule and abstract submission guidelines for this session and assist CSAT in the planning and implementation of this session. Provide CSAT with a copy of audiotapes of up to 6 selected conference sessions, as requested by the PO. (These are routinely made by the contractor and are normally available for an additional fee at the meeting.) Provide CSAT with 25 advance copies of the call for abstracts brochure, the conference brochure and the call for awards brochure, as well as background materials for conference planning committee meetings. Provide CSAT 5 complementary registrations and 5 complete sets of conference materials, including the following: (1) Agenda Book -- meeting summary and faculty listing; (2) the Abstract Book and (3) Participant Directory. The following Deliverables shall be met by the contractor: Meet with PO to discuss planning effort. Quantity - 1, Due Date - Within 4 weeks of contract award; Development of materials for conference call #1 of planning committee. Two weeks prior to conference call #1 provide list of potential themes, description of session types, and brochures, agendas, and other materials from 2005 conference Quantity - 1, Due Date - Within 12 weeks of contract award; Development of materials for follow-up planning call #1. Two (2) weeks following conference call #1 provide minutes of call #1, list themes and theme leaders, list of topics from 2005 evaluations worksheets to list Potential topics and chairs. Quantity - 1, Due Date - Within 16 weeks of contract award; Development of materials for conference call #2. Two (2) weeks prior to conference call #2, provide agenda for call, list of specific topic and chair recommendations from planning committee Quantity - 1, Due Date - Within 20 weeks of contract award; Fifty (50) copies of Call for Abstracts One (1) week following brochure publication Quantity - 1, Due Date - Within 24 weeks of contract award; Development of plan to provide assistance to CSAT in presenting pre-conference development of substance abuse policy information for public and private decision makers. Quantity - 1, Due Date - Within 32 weeks of contract award; Audio tapes of selected sessions at 2006 annual meeting Two (2) weeks following close of meeting (June 25-27, 2006).; Quantity - 1, Due Date - Within 44 weeks of contract award; Final briefing on 2006 Annual meeting and provide five (5) complementary registrations and (5) Sets of Conference Meeting materials.; Quantity - 1, Due Date - Within 48 weeks of contract award. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
