Description
The Federal Bureau of Investigation (FBI) has a requirement for Development and Operations & Maintenance (O&M) work for the Next Generation Combined DNA Indexing System (NGCODIS). On February 24, 2006, a Request for Comments #RFC2006-01 was issued in the Fedbizopps indicating the FBI was considering release of a Request for Proposals (RFP) for this effort. The RFC was initiated in order to ensure the needs of the government were fully addressed and to involve industry in advance of the RFP. As a result, the FBI will release RFP Number 133385 to meet the NGCODIS requirements. The proposed contract will consist of two Contract Line Item Numbers (CLINs): CLIN 0001 ? CODIS Development and CLIN 0002 ? an optional O&M CLIN. CLIN 0001 will include sub-CLINs as follows: Sub-CLIN 0001-01 ? Development; Sub-CLIN 0001-02 ? Commercial-off-the-shelf (COTS) Equipment and Software; Sub-CLIN 0001-03 ? Engineering Services and Support; and CLIN 0002 will include Sub-CLIN 0002-01 ? O&M; Sub-CLIN 0002-02 ? COTS Equipment and Software; and Sub-CLIN 0002-03 ? Engineering Services and Support. The proposed contract will be Cost-Plus-Fixed-Fee, with the exception of Sub-CLIN 0001-01 ? Development, which will be Cost-Plus-Incentive-Fee. The CODIS is an automated DNA information processing and telecommunications system that supports three levels of CODIS use referred to as the National DNA Index System (NDIS), State DNA Index System (SDIS), and Local DNA Index System (LDIS). The CODIS program enables federal, state, and local forensic laboratories to establish DNA databases and to exchange and compare DNA profiles electronically, thereby identifying suspects by matching DNA from crime scenes to convicted offenders, linking violent crimes to each other and exonerating the innocent. The CODIS has been operational since mid-1990 with a user base of over 200 domestic and international laboratories. The period of performance of the proposed contract will be a base period of two years from date of award, with one additional two-year option, and two one-year options. The contract includes an optional CLIN with eight one-year option periods with the first possible option in 2008. The place of performance will be primarily at the contractor?s facility, with some performance being at the FBI?s Laboratory facility, the CODIS COOP site, and designated locations within the Washington, D.C., metropolitan area. Non-disclosure agreements must be signed and returned via facsimile or e-mail with an original or electronic signature by all interested parties prior to receiving the RFP, which will be issued via e-mail. Those parties who previously completed the non-disclosure agreement (NDA) in order to receive the RFC remain covered by the same NDA for the RFP and will not need to request and resubmit the NDA in order to receive the RFP.
