Description
The Syracuse VA Medical Center is seeking proposals for a replacement exterior building identification sign. The existing sign was damaged by a recent wind storm and may need to be replaced in its entirety. The contractor shall include in their proposal the complete removal and disposal as necessary of the existing exterior sign on the West face of the building, fabrication and installation of a replacement sign as per these specifications. This shall include all required permits and equipment (including necessary cranes and rigging). The replacement sign shall be 32? long and 8+? high (to accept 8? lamps), matching the dimensions of the existing sign. The sign shall be centered horizontally on the West face of the nine story building tower (approximately 135? high and 37? wide) located one foot down from the edge of the roof, in the exact location of the existing sign. The replacement sign shall be fabricated from minimal 0.063 aluminum frame, cabinet and back. All hardware shall be stainless steel. The sign shall be designed with all required support and bracing to withstand a direct sustained wind velocity of 90 mph. The sign shall be internally lighted with vertically installed 8? low temperature, hi output fluorescent lamps spaced 12? on center. The sign shall be directly hardwired similar to the existing sign, halfway down directly into Shaft #2. The sign face shall have a one-piece flexible vinyl substrate bolted to the frame. The sign is to have a safety railing with a 42? high steel top rail, mid-rail and toe plate, on both sides and the front of the sign. The railing shall meet all OSHA standards in order to provide protective support for personnel to attach a safety harness and work off the top of the sign to perform required maintenance work. Railing system shall conform to all OSHA 29 CFR 1926.501-503, 29 CFR 1910.66, and 29 CFR 1910 subpart D standards. Contractor shall provide written certification that this railing meets or exceeds all OSHA standards. The railing shall have anchorage points for fall arrest systems clearly marked. The railing shall be shop primed and painted with two coats of black MPI 8 (Exterior Alkyd, Flat (EO). The intent is to provide a work platform to allow mechanics to safely work from the roof, be able to safely remove the sign lid, disconnect and slide out a module containing lamps, ballasts and wiring, be able to lay the module on the roof, make any necessary repairs, and then safely re-insert the module. The sign cabinet shall have a gasketed top designed to be opened with over center draw latches from the roof for maintenance access. The internal components shall be completely accessible from the top. The replacement sign must operate from the current five 20amp, 120 volt circuits.
