Page 13, Section L, paragraph 1 states: "The organizational entity, within the contractor organization, that will be performing the work required by the SOW shall have been assessed at CMMI Level 2 or higher by an external assessment team led by a Software Engineering Institute (SEI) certified Lead Assessor." I am uncertain as to the meaning of that statement. My company is CMMI Level 5 certified. What must I do or demonstrate to comply with this requirement? A. This is a standard verbiage refers to work which is IT-related. It would not apply to this effort. Q2. Does the Government have a not-to-exceed budget for the proposed effort? Alternatively, can the Government specify an anticipated level of effort, in terms of person-hours? A. No and No. Q3. The SOW indicates that the contractor shall conduct analyses to optimize the design of activity lists...which shall include all work activities currently performed at ROs' Veterans Service Centers. Approximately how many discrete work activities does this encompass? A. At least 30. Q4. Is there an incumbent contractor for this engagement? Is the Government currently working with any contractors on tasks that are closely related to the proposed effort? A. No. Q5. The SOW indicates that the contractor shall review past work measurement studies. Did the Government work with any contractors on the past work measurement studies? If so, can the Government identify these contractors and describe the tasks that were completed? A. SRA International 2004. We have past study on CD. Q6. Can the Government provide any information on the past work measurement studies that are cited in the SOW? A. Used random work sampling (16 times a day). Q7. This solicitation focuses on development and validation of work measurement methodologies. Does a contractor's participation in this project preclude that contractor from competing on future solicitations that are aimed at implementation of the methodologies developed on the current project? A. No. Q8. In the description of Task Two the Solicitation states, "The contractor shall work with C&P staff to define and then finalize activity pick-lists for the application to ensure that valid work rate standards are generated." What application does this sentence refer to? Will the Government provide a description of this application and its functionalities? A. Any alternative methodologies would have to account for the activity pick lists and accommodate them in any proposed new application. For analyze of alternatives, need know what activities are being measured and the general number (30+). Page 3 of 3 Q9. In the description of Task Two the Solicitation states that the "current RO environment" comprises "ROs, Pension Maintenance Centers, Appeal Management Centers, Resource Centers, and Benefits Delivery at Discharge Centers" at 58 locations. a. Do all of these entities report their data into the same information systems? If not, how many systems are used to keep a record of information necessary to determine task durations? A. Yes b. Do all of these entities use the same coding and reporting conventions and data formats? If not, how many different conventions / coding standards / formats are there? A. All the same. c. Does the Government have standards of data quality that are maintained across these sites? Is the data from all locations of consistent quality and completeness? A. Yes Q10. Past work measurement projects have begun with developing a measurement methodology and an activity pick list, and have subsequently included incorporating the pick list into an automated application, testing the application, supporting installation and data collection, and analyzing the data and reporting work measurement results. Do you expect these follow-on activities to occur? If so, would the successful offeror be precluded from bidding on and performing these follow-on activities due to a conflict of interest? A.
