DeCA Support, 2250 Foulois Street, Suite 3, Building 8400, Lackland AFB TX, 78236-1007 Description: C - TITLE I AND TITLE II, ARCHITECT-ENGINEER SERVICES. Title I A & B and Optional Title II C Architectural and Engineering Services for an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for design, analysis and related services for energy efficiency, sustainable design, minor construction, facility repair, equipment replacement, conduct of energy and environmental awareness seminars/workshops and audits, energy and environmental operational studies relative to energy efficiency and environmental management system (EMS) development, recycling, environmental, and EMS related improvements, waste management and reuse studies and construction and refrigeration/HVAC related quality control related inspection services to support the Defense Commissary Agency's (DeCA) Energy and Environmental Management Programs for an indefinite number of projects worldwide. Approximately 170 locations are in the Continental United States (CONUS) and approximately 98 locations are out of the Continental United States (OCONUS). Up to three contracts will be awarded. The projects executed under this contract will primarily involve existing commissaries, but may include new facilities and addition/alterations. Facility types include commissaries, administrative facilities, distribution centers, cold storage plants, and meat processing plants. Architect-Engineer services may also be required for specialized engineering studies, analysis, geo-technical/topographical surveys, environmental and hazardous material surveys, investigations, construction inspection, cost estimating, design and design review for energy efficiency related major and minor construction and refrigeration equipment replacement projects and recommending general energy and environmental conservation policy guidance for the Defense Commissary Agency and other Non-Appropriated Fund Activities. The work will include a broad range of engineering tasks to support the planning, programming, development and execution of projects worldwide. The work may include, but is not limited to conduct of Level 1, 2 and 3 energy audits as defined in the Department of Defense Energy Manager?s Handbook, August 2005 or latest revision, retro-commissioning audits, preparing audit reports, energy and environmental use data management, analysis, data presentation, preparation of special engineering studies and quarterly and annual energy and environmental data reporting, value engineering, presentations, including life cycle cost and economic analysis, environmental surveys, testing and studies; site investigations, surveys and designs for minor construction, facility repair, and equipment replacement related project scopes of work, construction drawings and specifications and construction and maintenance related quality control and inspection services: preparation of scope of work and preliminary DD Form 1391's, preparation of preliminary and final design drawings, design charrette participation, construction drawings, specifications and establishing building and equipment design criteria for new and retrofit applications and lighting surveys. Audits shall include the following tasks: (a) perform a complete energy audit and analysis of selected facilities; (b) identify all Energy Conservation Opportunities (ECOs) including low cost/no cost ECOs and Energy Saving Performance Contracts (ESPC) and perform complete evaluations of each; (c) prepare programming and implementing documentation for all justifiable energy conservation opportunities, minor construction, facility repair, equipment replacement projects; (d) list and prioritize all recommended energy conservation opportunities; (e) prepare a comprehensive report documenting the work accomplished, the results, and the recommendations; (f) conduct lighting efficiency surveys to determine current inventory and illumination conditions, recommend lighting maintenance contract and lighting efficiency retrofit/replacement requirements; (g) prepare complete scopes of work, design drawings and specifications required to initiate all justifiable energy improvement/retrofit, minor construction, facility repair, and equipment replacement projects, energy conservation measure (ECM) savings opportunity surveys. The Contractor must be familiar with the Department of Energy Federal Energy Management Program (FEMP) resources and guidelines; ASHRAE (American Society of Heating, Refrigeration and Air-Conditioning Engineers) energy estimating methods and standards, Department of Defense Instructions relative to energy, Code of Federal Regulation 10, related Federal Energy Policy documents and Executive Orders pertaining to energy use reduction and conservation and "Greening the Government". Optional work may include conducting energy and conservation (recycling, reuse, purchasing "green" products) awareness seminars or workshops and associated media production; operational and maintenance training; recommending policy development guidance to the DeCA Energy and Environmental Manager to include strategic planning development and conducting a Refrigeration Monitoring and Control Systems (RMCS) diagnostic program to ensure proper operation of HVAC, refrigeration, and lighting systems in DeCA commissaries. The contractor shall utilize professional engineering personnel experienced in energy conservation, energy auditing, environmental conservation, seminar presentation, project development and design. Factors to be used in the selection applicable to the project, in their relative order of importance are: (1) professional qualifications necessary for satisfactory performance of required services including subcontractors; (2) recent specialized experience and technical competence in the type of work required for energy efficiency, sustainable design and EMS development for DOD commissaries, commercial supermarket facilities and applicable HVAC and refrigeration systems as well as heat recovery, refrigeration monitoring and control systems (RMCS) and other energy conservation measures; (3) professional capacity of the firm to accomplish the work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with the schedule; (5) knowledge of the locality including familiarity with host nation regulations relative to design, construction, and energy and environmental matters for overseas locations including Europe and the Far East; (6) capability to economically travel and operate in a broad geographic area and provided that application of this criterion leaves an appropriate number of qualified firms given the nature and size of the project; (7) recent specialized experience and technical competence in the type of work required for the design of cold storage plants, central distribution centers, meat processing plants and office buildings; (8) volume of work previously awarded to the firm by the DOD with the objective of effecting an equitable distribution of contracts among qualified A&E firms including minority owned firms and firms that have not had prior DOD contracts; (9) demonstrated success in prescribing the use of recovered materials, achieving waste reduction, pollution prevention, and energy efficiency in facility design. Firms wishing to be considered must demonstrate registered professional design capability to perform the work in-house for the mechanical (HVAC) and electrical discipline and either in-house or by use of a single consultant for refrigeration for architectural, electrical communications engineering, energy monitoring and control systems (RMCS) diagnostics and structural engineering as well as materials testing capability (for the purpose of evaluating the presence of environmental hazards such as asbestos contaminated material when conducting site visits for the purpose of developing design documents or assisting store personnel in identifying potentially hazardous materials); registered professional design capability to perform the work in-house or by use of a single or multiple consultants is required for the civil, structural, electrical and materials testing disciplines; (10) In-house availability of personnel possessing Certified Energy Manager and Certified LEED (Leadership in Energy and Environmental Design) Green Building Rating System? Auditor and in-house or consultant qualified as Certified ISO (International Standards Organization) 14001 Lead Auditor. The capability of the firm to prepare drawings, specifications, and cost estimates must be addressed on SF 255, Block 4. Multiple functions by the same person are acceptable, but all listed capabilities must be addressed. Firms with more than one office must include in Block 4 of SF 255 only those personnel in the respective office who will perform the work. Only the 11-92 edition or later of the SF 254 and SF 255 will be accepted. The total of all delivery orders per year will not exceed $2,000,000. Except for the initial order maximum of $1,000,000 all subsequent orders will not exceed $750,000. The AE is guaranteed a minimum of $15,000 during the life of the contract. The term of the contract shall be for one year with separately priced options for four additional consecutive years. Award of contract(s) is contingent upon authorization and is subject to availability of funds (SAF). Estimated contract start date is November 2006.
