Description

This serves as a ?Notice of Intent? to issue a purchase order under the Simplified Acquisition Procedures to Matrixchem, Inc of Springfield VT on a Sole Source basis to purchase 150lbs of Dinitrophenoxy?Ethanol (DNPE). DNPE is a specialized propellant ingredient utilized in the Joint Air to Surface Standoff Missile (JASSM) that, when mixed with other ingredients, ultimately allows the missile engine to start. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (Fac) 2005-07, Effective 02 Feb 2006. The Government intends to award one contract line item number (CLIN 0001) for 150lbs of DNPE. The following specifications are salient to this item: 150 pounds of Dinitrophenoxy-Ethanol and is defined by Weapons Specification WS7653. However, the Weapons Specification is somewhat modified by limiting the amount of Ethane in the mixture to between 22-32% rather than the 0-40% originally allowed by WS7653. FOB: Indian Head, MD Inspection and Acceptance: DESTINATION. This requirement is determined to be available from only one source because of the unique features. Matrixchem, Inc. has been determined to be the sole manufacturer of this particular DNPE mix. No formal request will be issued for this procurement.
