Description

The Northern Region Contracting Center-Leavenworth and the Combined Arms Center, Fort Leavenworth, Kansas, has a requirement for a Civilian Enterprise (CE) newspaper. The work will consist of providing all personnel, equipment, labor, supplies, tools , materials, supervision and other items necessary to assemble, print and deliver a minimum of 10,000 copies of a weekly CE tabloid newspaper to distribution points on post and other designated locations in accordance with the Statement of Work that will a ccompany the solicitation. U.S. Government funds shall not be used to print or distribute the newspaper; the contract line items will be identified as no cost. The revenue the Contractor receives from the sale of advertisements in the newspaper shall const itute full payment to the Contractor. The solicitation will be a Request for Proposals (RFP); award will be made based upon best value to the government. The solicitation package will be posted on the Federal Business Opportunities website FedBizOpps which can be accessed at http://www.fedbizopps.gov on or about, May 17, 2006. The specific closing date for proposal submissions date will be stated in the solicitation package. The government will not provide paper copies of the solicitation package, facsimile , telephone, written or email requests for the solicitation package will not be honored. Prospective offerors are responsible for monitoring the FedBizOpps website for release of the solicitation package and downloading their own copy of the solicitation p ackage and any other pertinent information. This notice does not obligate the government to award a contract nor does it obligate to government to pay for any proposal preparation costs.
