Description
The project consists of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction of a modified, standard Combined Arms Collective Training Facility (CACTF). Th e training facility shall consist of structures and mock utilities to simulate an urban setting. Primary facilities shall include CACTF training buildings, a range operations and support facility and latrines. Supporting services shall include electrical service and information systems. The Primary Range Facilities shall include: Single Story- store, shop, office building (rubble), firehouse w/interior mezzanine, vehicle service station w/pit (rubble), police station w/jail (rubble), single car garage (r ubble), Two single story residences w/ basements (one rubble, one intact), one 3-story hotel, one multi-story church and cemetery, one two story townhouse, and underground tunnel systems. The Range Operation and Support Facilities shall include: One combin ed Range Operations Center and After-Actions Review building, One Duel-Sex Aerated Vault Latrine, One Covered Mess Structure and One Operations Storage building. Additional support facilities shall include parking and roadway improvements, electrical prim ary and secondary power, data distribution systems, flagpoles, fencing, and yard walls, earthwork, and site improvements. Storm drainage and other civil improvements shall be provided as necessary to create a realistic town appearance. Estimated magnitude of construction is between $10,000,000 and $25,000,000. Anticipated date for receipt of bids will be on or about 20 Jun 06. Performance period is five hundred forty-five (545) calendar days from receipt of Notice to Proceed. The solicitation will be avai lable fifteen (15) calendar days from the date of the publication of this announcement. Solicitation will be available from the National Guard posting for Electronic Business Solicitations, (EBS) on line at http://www.nationalguardcontracting.org/Ebs/Adve rtisedsolicitations.asp. All requests for the solicitation shall be accomplished through the EBS Website. Interested bidders are required to register on the EBS Website to access and download the solicitation. Furthermore, all interested bidders shall be registered with the Central Contractor Registration (CCR). Registration information can be obtained at http://www.ccr.gov/. The solicitation and associated information EXCLUDING the Specifications and Drawings will be available on the EBS Website. All Spec ifications and Drawings will be available from the Federal Technical Data Solution (FedTeDS) website at https://FedTeds.gov/. Interested bidders shall register on the FedTeDS website to access and download the specifications and drawings associated with th e referenced project. The contract will be awarded under Sealed Bid procedures specified in the solicitation. Award will be made to the lowest responsive, responsible bidder. This project is an UNRESTRICTED ACQUISITION in accordance with the Competitivenes s Demonstration Program, however, small businesses, service-disabled veteran-owned small businesses, HUBZone Small businesses, small disadvantaged businesses are encouraged to participate. The HUBZone preference is IAW FAR 19.1307. The North American Indus try Classification System (NAICS) Code is 236220 and the size standard for Small Business is an average of $31 million annual receipts for the past 3 years. A small business subcontracting plan will be required if the offer is a large business and must be submitted with offer. The solicitation package, amendments and site visit minutes will be issued via the web only. All questions will be received via email only with responses being posted to the web. A firm fixed price contract will be awarded as a result of this solicitation. All contractors and subcontractors will be required to register for the solicitation prior to trying to download. This registration wil l also ensure an email notification ensuring all contractors receive all information/amendments etc. However, it is the responsibility of the contractor to frequently check the web site for all notices, amendments etc, regarding this solicitation. The gove rnment will not be liable or responsible for any email notifications not sent or received by contractors regarding this solicitation.
