Description
STATEMENT OF WORK Deer Flat National Wildlife Refuge Chipping of Russian Olive Trees Slash Piles PR#: 101816Q324 1. GENERAL: The Deer Flat National Wildlife Refuge, Nampa, Idaho has the need to procure services of a contractor to chip a minimal of 65 large Russian olive slash piles. Due to the location of the slash piles, a per hour bid for the machinery is preferred. 2. DEFINITIONS: Contracting Officers Technical Representative (COTR) means the Refuge Manager or his designee. 3. SCOPE The Contractor will be responsible for supplying all machinery and operator(s) to chip large Russian olive slash piles at the Deer Flat National Refuge. Desirable equipment to accomplish the slash pile chipping project would be a trailer mounted chipper/tub grinder and excavator with a thumb attachment for loading slash in the grinder. The slash piles will be in various locations on the southern portion of the refuge, requiring equipment movement. While the pile sizes vary, the average pile is 15 feet wide by 10 feet tall. Piles contain whole trees up to eighteen inches in diameter with root wads attached. The primary object will be to chip slash piles in place, producing wood chips smaller than three square inches. The refuge staff will identify locations of piles to be chipped. Piles not to be chipped (for wildlife habitat) will be marked by refuge personnel. Due to the varied location of the slash piles, a per hour bid for the machinery is required. Total contract cost is not to exceed $20,000.00. Machinery Requirements: Chipper will be capable of chipping a whole tree 2 ft/diameter with root wad attached. Excavator minimum size 30 ton class with a 25 foot reach. All equipment used shall meet OSHA requirements. 4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The Contractor will make arrangements with refuge staff for a scheduled work period prior to commencement of work. Hours of operation may be restricted during times of high temperature, low humidity and/or high winds. 5. INSPECTION AND ACCEPTANCE: Inspections of completed work will be conducted by the COTR. 6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: No equipment or materials supplied. 7. AVAILABILITY: Refuge hours are Monday through Friday, 8:00am to 4:00pm. Saturdays, 9:00am to 4:00pm 8.
