- The Naval Undersea Warfare Center Division Keyport is soliciting for repairs to fiber optic red/green/blue video transmitter circuit card module, part number VGL3120N-GBX, repairs include repay sync pulses, transition tails on voltage waveform, front porch voltage correction and per NUWC-DK Report 2273, Transmitter and Receiver Alignment Procedure. Naval Undersea Warfare Center is contemplating award on a sole source contract to Meret Optical Communications, San Diego, CA in accordance with 1 USC 2304(c)(1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive quotes. However, all quotes received within 10 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. This procurement will be solicited and awarded as an Indefinite Delivery, Indefinite Quantity contract for a base ordering period of one year with the a two one year option periods. The estimated quantity for each year is up to 145 each for the first year; up to 145 each for the second year; and up to 75 each for the third year. Required delivery to be within 30 days after receipt of item to be repaired. FOB Destination: Naval Undersea Warfare Center Division Keyport, Keyport, WA 98345. Inspection and Acceptance at Destination with an Inspection and acceptance timeframe of 7 days. It is anticipated that the solicitation will be issued by 5 May 06. The closing date of the solicitation is anticipated to be 18 May 06. This requirement will be procured under FAR Part 12 commercial acquisition procedures. When issued, the RFQ will be posted electronically via the NECO website and on the NUWC Division Keyport, Acquisition Division website. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ and to frequently monitor the site for any ame ndments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to klosem@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ/amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation, (3) manufacturer information of proposed items and (4) ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov).
