Description
The Fleet and Industrial Supply Center, San Diego, Seal Beach Division, is soliciting information for the purpose of identifying potential vendors for calibration equipment and systems meeting the general requirements identified in Attachment 1. This is a Request for Information (RFI) only. There is no solicitation package available; the RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government will not pay for any information received in response to this RFI nor will the Government compensate the respondent for any costs incurred in developing the information for the Government. It is requested that information in response to this RFI be submitted NO LATER THAN 02 June 2006 to Ms. Cuc Tran, Fleet and Industrial Supply Center, San Diego, Seal Beach Division, 800 Seal Beach Blvd., Bldg 239, Seal Beach, CA 90740 or by e-mail at: cuc.tran@navy.mil. Interested parties may provide any information (specifications, brochures, product application papers, etc) on current or emerging products that address the stated objectives to the above address. The information provided may or may not be used to assist the Government in formulating and refining its approach for addressing its needs. Responses should also include the following: (1) name and address of firm; (2) business size, including average annual revenue for past three years and number of employees; (3) ownership, indicating the following applicable business types: large, small, small disadvantaged, 8(a), woman-owned, HUBZone, and/or Veteran owned; (4) number of years in business; and (5) company point of contact, including name, title, phone, fax and e-mail address. The primary purpose of this RFI is to gather information on available and emerging Commercial Off-the-Shelf (COTS) or Non-Developmental calibration equipment and systems that may potentially enable the objectives stated below. Those responding to this request may categorize responses by identifying candidate products/technologies that currently exist, those currently under development, and those that can be planned and scheduled. Interested parties may provide any information (specifications, brochures, product application papers, etc) on current or emerging products that address the stated objectives. The information provided may or may not be used to assist the Government in formulating and refining its approach for addressing its needs. The Naval Surface Warfare Center (NSWC), Corona Division, in conjunction with the United States Marine Corps (USMC) Calibration Program Manager, is seeking information from industry on test equipment and standards to enhance the current capability existing in the mobile calibration facilities. A new calibration facility will be developed which will encompass the current USMC ground support workload and also attempt to encompass new calibration parameters and capabilities for the next generation test equipment. In complying with DoD INST 5001, the Defense Acquisition System, there is concern that there exists an increased potential for hardware/software failures with the integration of Commercial Off-The-Shelf (COTS) items. For that reason, the potential for system failures/losses and personnel health and safety has to be considered. To assist the System Safety Engineers, any safety and other related documentation on prospective procurement items should be addressed as it can be factored into the procurement costs. Industry Day: The Government will host an industry day on 17 May 2006 at the Naval Surface Warfare Center, Corona Division, Corona, CA. The purpose of the Industry Day is to provide interested parties an opportunity to walk through the current mobile calibration facility as well as provide an open forum discussion of the projected Marine Corps needs with the team of personnel that will be responsible for the selection process. During the day, participants will be provided and opportunity to demonstrate and preview their test equipment and methodologies to the team.
