- The Office of Thrift Supervision (OTS), U.S. Department of Treasury, is the primary regulator of all federal and many state-charted thrift institutions. The OTS was established as a bureau of the Department of the Treasury on August 9, 1989 and has 4 Regional Offices located in Jersey City, Atlanta, Dallas, and San Francisco. The OTS is seeking to contract for thrift examination services throughout the United States with multiple individuals and small business firms with the specific knowledge, experience, and skills required for the examination of financial institutions. Such examinations include, but are not limited to, aspects of safety and soundness, compliance with law and regulation, thrift accounting practices, and financial institution information systems. OTS is seeking to obtain the services and expertise of retired or former examiners from financial regulatory agencies, such as the Federal Deposit Insurance Corporation (FDIC), the Office of the Comptroller of the Currency (OCC), OTS, or services and expertise that are technically equivalent. Award of multiple, indefinite delivery indefinite quantity (IDIQ), task order type contracts to individual and small firms is envisioned. A contract period of one base year, plus four option years is anticipated. Only individuals and small firms capable of performing all aspects of thrift examinations, or critical, core segments of thrift examination involving expertise in such areas as credit risk, capital markets, and financial institutions? information systems, should plan to participate in this competitive solicitation. Proposals from individuals and small business firms will be evaluated on federal financial regulatory examination skills and experience, past performance, and price. OTS will also evaluate potential conflicts of interest, financial disclosure information, and other background information that may be part of the Request for Proposal (RFP). The OTS will select awardees using a ?best value? approach in accordance with Federal Acquisition Regulations (FAR). Contracts will be awarded to individuals and small firms offering the best combination of technical expertise and price as delineated in the RFP. This is a small business set aside procurement under the NAIC Code 522120. Individuals and small firms my download the solicitation from the OTS website at http://www.fbo.gov. The RFP should be available for downloading on or about May 9, 2006. This is Phase III of open solicitation OTSDC200500001A. Interested parties will be responsible for checking the website.
