Description
NAICS Code: 334210 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for quotation number RFQ-DC-06-00248 shall be referenced on any quotation. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-09. The NAICS and small business size standard for this project are 334210/1000 Employees. Statement of Objectives: Purpose - To purchase new video conferencing equipment to replace antiquated existing equipment. Scope - To provide three remote offices with video conferencing support, to include such activities as integrating audio conference calls with video conference calls, connecting calls internally without the use of a bridge, and share computer generated information during a call. Period of Performance - Delivered and installed within 30 days of date of award. Expedited delivery is requested. Place of Performance - Washington, DC, Las Vegas, NV, and Montgomery, AL. Program Objectives - MUST BE TANDBERG EQUIPMENT - DUE TO AGENCY TECHNICAL STANDARDS. Must be ISDN and IP compatible. Equipment must support an ISDN rate of at least 512Kbps and IP must support up to 2Mbps. Must be able to project/be visible in a conference room that can hold 40 people. Display should be 42" flat screen plasma. Additionally, must be on a media cart with LCD mounting bracket and camera shelf to promote portability and storage. Must have stereo surround sound, which separates multiple voices with conversational stereo so the sound comes out natural. Equipment must be able to host video and audio calls simultaneously. Must be able to join a minimum of 6 sites internally thus eliminating the cost of expensive bridges. Must have a voice tracking camera that will focus on the speaker who has the floor AND camera must be able to focus on predetermined spots. Must have the ability to share computer and laptop content - slides, graphics, audio or video files or any computer application - while in a video call. Must include installation, set-up and training at all three locations. Must have a maintenance agreement package that includes labor, parts, technical support and software updates and upgrades on all components. Must include all connectors, cables, power supplies, modules, and interfaces necessary for installation and proper working order. The Government anticipates award of a purchase order on a fixed price basis. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. COMPLIANCE WITH EPA POLICIES FOR INFORMATION RESOURCES MANAGEMENT (OCT 2000) (a) Definition. Information Resources Management (IRM) is defined as any planning, budgeting, organizing, directing, training, promoting, controlling, and managing activities associated with the burden, collection, creation, use and dissemination of information. IRM includes both information itself, and the management of information and related resources such as personnel, equipment, funds, and technology. Examples of these services include but are not limited to the following: (1) The acquisition, creation, or modification of a computer program or automated data base for delivery to EPA or use by EPA or contractors operating EPA programs. (2) The analysis of requirements for, study of the feasibility of, evaluation of alternatives for, or design and development of a computer program or automated data base for use by EPA or contractors operating EPA programs. (3) Services that provide EPA personnel access to or use of computer or word processing equipment, software, or related services. (4) Services that provide EPA personnel access to or use of: Data communications; electronic messaging services or capabilities; electronic bulletin boards, or other forms of electronic information dissemination; electronic record-keeping; or any other automated information services. (b) General. The Contractor shall perform any IRM related work under this contract in accordance with the IRM policies, standards and procedures set forth in this clause and noted below. Upon receipt of a work request (i.e. delivery order or work assignment), the Contractor shall check this listing of directives (see paragraph (d) for electronic access). The applicable directives for performance of the work request are those in effect on the date of issuance of the work request. (1) IRM Policies, Standards and Procedures. The 2100 Series (2100-2199) of the Agency's Directive System contains the majority of the Agency's IRM policies, standards and procedures. (2) Groundwater Program IRM Requirement. A contractor performing any work related to collecting Groundwater data; or developing or enhancing data bases containing Groundwater quality data shall comply with EPA Order 7500.1A - Minimum Set of Data Elements for Groundwater. (3) EPA Computing and Telecommunications Services. The EnterpriseTechnology Services Division (ETSD) Operational Directives Manual contains procedural information about the operation of the Agency's computing and telecommunications services. Contractors performing work for the Agency's National Computer Center or those who are developing systems which will be operating on the Agency's national platforms must comply with procedures established in the Manual. Brand Name Justification: EPA must limit the procurement of video conferencing equipment to one manufacturer, Tandberg. Tandberg is the only system that is approved by the EPA's Office of Environmental Information. The software and standard conversion document currently in place only allows Tandberg IP equipment to gain access to the Agency's network for security reasons. The required system would need both IP and ISDN capabilities as our partners with whom we communicate use both IP and ISDN and sometimes solely IP. Therefore, since the Agency's standard conversion protocol does not allow other manufacturers on the network via IP, must limit the system to Tandberg only.
