- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the following Brand Name items or Equal: Item 1: 1 ea. MCGAW Technology,Inc. TextExpress Material Testing System Controller(Hardware and Software) for Upgrading current Load Frames System, Version No. 4.0 including capability of separately controlling a two-axis servo-hydraulic load frame or equal. Item 2: 1 ea. TestExpress Material Testing System Controller installation and training of Item 1 or equal. Salient Characteristics for the above items are as follows: Item 1: 1. The test system shall provide dynamic control mode transfer ("dynamic mode switch") for MTS model 458.20 analog servo controller, enabling multi-mode test control applications. 2.The system shall provide facilities for independent, coordinated command waveform generation and data acquisition for each servo controller (e.g., controlled axis). 3.The system shall provide facilities for temperature waveform generation, in conjunction with item 2 above. 4.The system shall provide a comprehensive user algorithm facility, enabling the user to develop materials testing applications that can feature, for each servo controller (or controlled axis): a.Dynamically calculated (during the test) limit triggering conditions, based on user supplied expressions. b.Dynamically calculated (during the test) command waveform properties, including amplitudes, rates, frequencies and endlevels, based on user supplied expressions. c.On-line (during the test) linear regressions and averaging, wherein the results of these operations (e.g., the slope, intercept, regression coefficient, numerical average, standard deviation, etc.) are made available during the test for use in other user expressions. d.The capabilities 2.a. through 2.c. shall be able to be accomplished by the user without requiring the user to resort to traditional computer programming approaches (e.g., C/C++, BASIC, etc.). 5.The software shall be compatible with PC's running 32-bit MS Windows, including both Windows98 and Windows XP. 6.The software shall be capable of directly running Test Control Tree files without changes. Salient Characteristics for Item 2: 1.Installation and Training on the system outlined in Item 1 shall occur within 30 days of delivery. The provisions and clauses in the RFQ are those in effect through FAC 2005-6 . This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 423830 and 100 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135 is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9 . Offers for the items(s) described above are due by 4:30, local time, May 16, 2006 to Jon C. Schultz, FAX: 419-621-3236; ADDRESS: Glenn Research Center, Plum Brook Station, 6100 Columbus Avenue, Sandusky, Ohio 44870 and must include, solicitation number, FOB destination to Glenn Research Center,21000 Brookpark Road, Cleveland ,Ohio 44135, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: 52.211-6 Brand Name or Equal (Aug 1999). If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (FEB 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.233-3,52.219-6,52.222-3,52.222-19,52.222-21,52.222-26,52.222-35,52.222-36,52.222-37,52 .225-1,52.225-13, 52.232-34 . Schultz not later than May 10, 2006. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
