Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Although this is a combined synopsis/solicitation, please refer to the hard copy solicitation available on the Gateway at http://progate.daps.dla.mil/. You must submit your quote on the hard copy solicitation. From the Gateway homepage, left-hand sidebar, select ?Search RFPs.? Then choose the RFP you wish to download. RFPs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. The combined synopsis/solicitation will be issued on 04 May 2006, with a closing date of 19 May 2006. Solicitation number SP0406-06-R-1793 is issued as request for proposal (RFP.) The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005. Solicitation is a 50% small business set-aside and NAICS code is 324191, 500 employees. Defense Priorities and Allocations System (DPAS) rating is DO-A1. Purchase request YPG05319000556 for NSN 9150-00-188-9862, Lubricating Oil, Engine, 40W, will result in a Firm Fixed Price contract for 589 DR for both the unrestricted and set-aside portions. Unit drum contains 55 gallons. Requested delivery is 30 DARO for stock lines to AQ5, Tracy, CA (199 DR) and SRG, Richmond, VA (390 DR). FOB Destination with Inspection & Acceptance at Origin. Specification MIL-PRF-2104 applies. Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.daps.mil or http://www.dodssp.daps.mil. QPL applies: QPL-2104 and SAE J2359. Offers will be accepted from all qualified products listed in the item description. However, this procurement is for an EPA-designated product pursuant to FAR 23 Part 4. Therefore, DSCR intends to award this contract to a provider of 25% or greater re-refined product unless the material cannot be acquired (1) within a reasonable period of time, (2) at a reasonable price, or (3) to reasonable performance specifications. In the event that on of these three exceptions applies, DSCR will award this contract to the offeror of a qualified product who represents the best value to the government as defined by the solicitation evaluation criteria. This is a critical application item; type II shelf life applies. QAP 204 applies; MSDS and Hazard Warning Label are required. Trade Agreements Act applies.
