Description
This Request for Information (RFI) is market research in support of a potential contractor to provide the Government with 2 Unmanned Aerial Vehicles (UAV) with the following requirements: First UAV: Vertical take-off and landing (VTOL) Max 35lb dry weight Winds up to 18 knots Temps 0 to 125?F Min speed at least 25mph Climb rate at least 350fpm Endurance 30 ? 45 minutes (Diesel (preferred) or electric) Optional generator (power) capability (fuel model only) Minimum payload 10lb (less after batteries) Must be able to hover Autonomous take off/landing (preferred) Autonomous flight/fly by wire Ground control station must be man portable capable Data and sensors must be Ethernet compatible 360? Pan and tilt camera housing Second UAV: Vertical take-off and landing (VTOL) Max 50lb dry weight Winds up to 30 knots Temps 0 to 125?F Min speed at least 40mph Climb rate at least 350fpm Endurance up to 4+ hours Optional generator (power) capability Minimum payload 40lb Must be able to hover Autonomous take off/landing (preferred) Autonomous flight/fly by wire Ground control station must be man portable capable Data and sensors must be Ethernet compatible 360? Pan and tilt camera housing The UAV must also be integrated with a multi-radio Wi-Fi access point that adheres to the 802.11a/b/g standards to distribute video, data, and command and control. Wi-Fi APs will be utilized in the air and on the ground to provide a generic airborne network that is neither UAS nor receiver specific. Additionally, the Wi-Fi Access Point Requirements are: Must be 802.11a/b/g compatible Single access point (AP) must have a minimum of 3 type III PCI COTS radios and be able to support a total of 4 Transmit at 1 watt (AMPs ok) Field upgradeable Weigh no more than 3 pounds with casing, 1 pound without casing Operating Temp. Range -40 to +85 Celsius NEMA 67 weather tight (with casing) Minimum of two Ethernet ports Support multiple SSIDs Support both 128 bit WEP and WPA/AES with rotating temporal keys VLAN support QOS (802.11e) Adjustable ACK timing Auto channel interference management AP must be able to node (AP) hop Software manageable The UAV contractor will be responsible for integrating the Wi-Fi into the UAV. The Government requests that interested parties submit commercial market and company information via email to cassandra.proctor@nellis.af.mil. Responses should be no longer than 15 pgs in length and at a minimum, please address the following: 1. Company Name, business size (e.g., 8 (a), Service Disabled Veteran Owned, Woman Owned, etc.), business address, point of contact information (name, phone, fax and email) and applicable NAICS 2. Description of corporate capability to include similar efforts performed (please include description and scope/complexity of service, duration of effort, size of effort with contract numbers and points of contact 3. Description of your understanding of UAV's. 4. If possible, provide a rough order of magnitude of annual cost to perform the services listed above to integrate and build UAS. Responses should be submitted no later than 4:00 P.M., PST on Thursday, 11 May, 2006. This is a request for information only, and no solicitation is issued at this time.
