- A sole source procurement is contemplated with Rand Machine Products, Inc., 2072 Allen St. Ext., Falconer NY 14733-0072. Rand Machine Products, Inc. is the only source with a proven record of providing high-quality specimens with consistent characteristics, in a timely manner, that enable repeatable, consistent quality test results. For 5 years the Damage Mechanisms Branch has been developing a new steel for the fabrication of kinetic energy penetrators in conjunction with conducting penetration research that requires high quality, repeatable, reproducible machining of Research and Development test items. During the development of this steel, general tests have been performed to characterize the material properties of this steel for various weapon program requirements. To perform these tests, material coupons have to be fabricated from the steel that will meet tight geometrical tolerances. Additionally, the material coupons must have minimal or no surface defects in order to receive quality data that meets the program requirements. Any variation in the surface finish, machining methods, or processing could have detrimental results on data comparisons. For the last 2 years, the Damage Mechanisms Branch has also been conducting in-house research for Sand/Soil Stability of kinetic penetrators. The penetrators fabricated for this effort must be of high quality, repeatable, reproducible machining in order to ensure that we are measuring the performance of the penetrators and not of potential machining defects/anomalies. The Damage Mechanisms Branch has been using Rand Machining for this research effort. Market research indicates that Rand Machine is the only source with a proven record of providing high-quality specimens with consistent characteristics, in a timely manner, that enable repeatable, consistent quality test results. The Government intends to solicit and negotiate an Indefinite Delivery, Indefinite Quantity contract with a maximum ceiling of $4.9M over a 5-yr period with only one source under the authority of FAR 6.301-1. NAICS code is 332999 with size standard of 500. All responsible sources may submit an offer. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
