Description
The Bureau of Reclamation, Lower Colorado Region, Boulder City, NV, has a requirement that includes the following: (1) Providing the design engineering to integrate the following four hydroelectric unit subsystems into a unified unit control system: governor (speed/load) subsystem, excitation control subsystem, generator, step-up transformer relay protection subsystem, and unit control board replacement subsystem; (2) Providing all equipment including hardware and firmware required to implement this unit control system on 32 units (26 large units, 2 small units and 4 spare units): 32 identical digital governor conversions, 27 identical digital voltage regulators with power amplifiers (the existing excitation equipment for the four units in the Parker powerhouse will be retained), digital relays with event and fault recording for 32 generators, 25 transformers (11 large transformers, 9 medium transformers, 1 small transformer, and 4 spares), and 2 transfer bus protection units (1 unit and 1 spare), and 32 identical unit control board replacements; (3) Providing the enclosures and equipment for remote I/O cabinets; (4) Providing the design engineering (including relay settings) for the protection of all 28 generators and 21 transformers; and (5) Providing on-site erection engineering labor to supervise and direct checkout and commissioning testing of the unified unit control system and each of the four subsystems (after installation of the equipment by the Government) during commissioning of the first 8 units. This work requires that commercially available equipment for each subsystem be integrated into a single unit control system. It requires all equipment for each subsystem be supplied in suitable enclosures and delivered completely pre-wired and tested. Installation by the Government will consist of mounting the new equipment enclosures in place and wiring the connections between the plant and the new equipment. The Government will provide drawings showing inputs and outputs for a large hydro unit at Hoover, Davis and Parker Dams. These drawings will provide the basis for the common controls design. These drawings will define the maximum number and type of inputs and outputs which are to be incorporated by the contractor into the design of the modernized equipment. The Government intends to award a firm-fixed price contract with a performance period of approximately 3 years in duration and the contract will include clauses for payment upon delivery, i.e., progress payments will not apply. This requirement will be solicited under full and open competition. The applicable North American Industry Classification System (NAICS) code is 334513, "Controlling Industrial Process", and the related small business size standard is 500 employees. This NAICS code will be used to determine the small business size standard for this solicitation. Other related NAICS codes are 221111, Hydroelectric Power Generation, and 335314, Relay and Industrial Control Manufacturing. The solicitation is in the form of a Request for Proposal (RFP), which will be issued on or about June 9, 2006, with offers due approximately thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. Due to the large number of drawings, they will not be posted to this site, but must be requested separately. Upon receipt of a faxed or email request, a CD containing the drawings will be provided. Offerors must furnish their name, address, and telephone number in their written request for drawings. Offerors requesting overnight delivery should also provide a physical address and an overnight account number to charge the delivery to. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation and any subsequent amendments. Central Contractor Registration (CCR) as required by FAR 4.1102, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
