Description
NAICS Code: 541620 The U.S. Environmental Protection Agency's (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the National Association for Energy Service Companies (NAESCO) of Washington, DC, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to obtain services to conduct analyses of trends in the development of utility and regional energy efficiency programs. Under this Purchase Order, the contractor shall: 1) Analyze and report on trends in regional programs; and 2) Identify emerging regional program initiatives. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the NAESCO is uniquely qualified to satisfy the Government's requirement as they are recognized as the voice and leader of the ESCO industry. NAESCO members represent a uniquely diverse, national cross-section of energy service and product providers, and include many of the leaders in delivering energy efficiency in the commercial sector. Due to NAESCO's unique market position, reach, expertise, and their active participation in utility and regional program planning processes, NAESCO is uniquely qualified to conduct analysis of trends in regional energy efficiency program development. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
