Description
NAICS Code: 334516 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b), with Pranalytical Inc., to provide an Ammonia Analyzer for Urban Ambient Air Concentration Monitorying. The current NAICS code is 334516. Based on the EPA's knowledge of the Ammonia Analyzer Instrumentation Industry minimum specifications, there may be unique capabilities to particular contractors. The Pranalyical Ammonia Analyzer is unique in that is is the only analyzer capable of measuring 200pptv or less. The minimum specifications are as follows: SPECIFICATIONS: 1.0 Background The EPA is procuring a low level ammonia analyzer to monitor and study the ambient concentrations of ammonia within neighborhoods influenced by mobile sources. Due to the very low NH3 concentrations expected (<2 ppbv) and harsh environmental conditions under which samples will be take/n, the NH3 detection system must meet strict design requirements. The experimental design requires that the analyzer must have four independent channels with four detectors. The experimental design requires that the analyzer to have a minimum detection limit of 200pptv or less. 2.0 Ammonia Analyzer Specifications and Requirements The analyzer shall possess the following features: 1) The analyzer shall operate continuously with data outputs every 15 seconds and shall have a minimum detection limit of 200 pptv or less, with NIST traceability of +/- 10%. 2) The analyzer shall have a measurement time of 15s or less. The analyzer shall also be highly selective for NH3 (i.e. no interference from other ammonium containing compounds) and shall not require conversion or concentration of the sample prior to NH3 detection. 3) The urban environment NH3 measurement method requires four simultaneous measurements of NH3, thus the analyzer shall contain 4 independent detection cells. 4) The instrument shall be operated within environmental shelters and shall be capable of rack mounting. 5) The instrument shall have onboard data storage capacity with a graphical user interface as well as RS232 and 0-10 volt signal output capability. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
