Description
NASA/MSFC has a requirement for One (1) Magnetic Filter Plasma Source, Retarding Potential Analyzer (RPA) System. The salient characteristics are: 1) Produces a low temperature plasma (<0.1 eV) 2) Produces a streaming plasma (velocities in the 1-10 km/s range) 3) Produces a dense plasma (densities of 100,000 to 1 million electrons per cubic centimeter) 4) Uses xenon gas 5) Uses a magnetic field to produce the low plasma temperatures 6) Operates with gas flow rates in the 1-10 standard cubic centimeter per minute range. NASA/MSFC intends to purchase the items from Colorado State University. Competition is impractical for the following reasons: 1. Colorado State University developed a Magnetic Filter Plasma Source using grant funds. It is unique because it has a low temperature (<0.1 eV) streaming plasma. This device and its accompanying retarding potential analyzer (RPA) is compatible with vacuum chamber operation at MSFC where the LEO testing is to be done. It is necessary for the Low Earth Orbit (LEO) plasma testing to be performed at MSFC. 2. Installation and testing of these devices, as well as on-site training in their use, are necessary for the testing to be performed at MSFC. Nobody but the vendor can do the on-site installation and training. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on May 16, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
