- The National Geospatial-Intelligence Agency (NGA) intends to negotiate an award on a sole source basis in accordance with FAR 6.302-1 with Busch & Associates, LLC. As part of the Base Realignment and Closure (BRAC) Act of 1990 (as amended through the FY05 Authorization Act), 6 NGA sites are required to be closed and re-aligned into a New Campus East (NCE) by 15 September 2011. Busch & Associates will provide the NCE Program Management Office with senior subject matter expertise to assist in development of necessary strategy implementation guidance to facilitate transition to NGA?s new location. The critical work performed by the NGA workforce will be placed at risk through the transition from current work styles and locations to the new work environment and locations. Busch & Associates will provide consulting services on issues surrounding the impact to employees as a result of the changes initiated by NCE activities, assist in development of risk mitigation strategies and communicating change to the NGA workforce to ensure retention of NGA?s highly diversified workforce. Participation in planning activities will render the contractor involved ineligible for future contract awards for implementation of the results of planning. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. However, contractors who believe they possess this capability should respond to the Contracting Officer. Award is anticipated within 14 calendar days after publication of this notice. Responses received within this timeframe will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in responding to this notice.
