- Description: SUBJECT: REPORT DETAILING FUNCTIONALITY OF GAS HYDRATE DATABASE SEARCH PORTAL DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to The Colorado School of Mines, Golden, Co to establish a portal providing free access to the non-proprietary international gas hydrate databases, so that parties interested in gas hydrate work can access multiple data sets around the world for information on gas hydrates. The solicitation number is DE-RQ26-06NT00430. Statement of Work: This work, to develop a methane hydrate database portal, is the final step of a two step process to link gas hydrate international databases via a searchable portal site. A database portal is an interface in which users (clients) can request and/or submit data to international hydrate databases for review and/or possible inclusion. The portal enables routing of the client???s request to several databases, using a data categorization scheme known as the Gas Hydrate Markup Language (GHML). Thus the portal is the second (and final) step enabling the connection of the user to the international databases (using the GHML developed in the first step). The GHML categorization is being developed under a separately funded effort. This work will produce an active web-based hydrate portal (approved by CODATA international participants) which is open to the public for use in searching hydrate databases. A report detailing the functionality of the hydrate database search portal will be the deliverable of this work. The report is to describe the functionality of the operating site including but not limited to: how the site works, who can use the search portal, instructions for use (both for submission of and retrieval of hydrate data using the portal), description of how the portal links to the international hydrate databases being searched and a listing of the participating international hydrate databases that can be searched using the portal. THE FOLLOWING MILESTONES FOR THE PURCHASE ARE ANTICIPATED AS: 1. DEVELOPMENT OF PORTAL BETA SPECIFICATIONS/REQUIREMENTS ??? 31-DEC-2006. 2. DEVELOPMENT OF 1ST BETA VERISON OF PORTAL ??? 15-MAR-2007. 3. CODATA COMMITTEE MEETING TO CRITIQUE BETA PORTAL ??? 15-APR-2007. 4. SUBMITTAL OF 2ND BETA VERSION OF PROTAL TO COMMITTEE ??? 15-AUG-2007. 5. FINAL COMMITTEE CRITIQUE/APPROVAL MEETING ??? 01-NOV-2007. 6. PORTAL INAUGURATION ??? 31-DEC-2007. 7. DRAFT REPORT TO NETL DETAILING FUNCTIONALITY THE PORTAL (SEE SOW) ??? 31-DEC-2007. 8. FINAL REPORT TO NETL DETAILING FUNCTIONALITY THE PORTAL (SEE SOW) ??? 31-JAN-2008. END OF STATEMENT OF WORK This purchase order is being issued to The Colorado School of Mines (CSM) because is uniquely positioned and qualified to provide this report. CSM is the sole United States representative on the CODATA Task Group on data on natural gas hydrates. CODATA is a non-profit, interdisciplinary scientific committee of the International Council for Science (ICSU), supported by International Scientific Unions, National Organizations, etc. established in 1966. CODATA access is required for the provision of this report due to the requirement to have access to and representation from key international groups responsible for development of and access to the international hydrate databases to be linked through the database portal. This is the only vendor that can provide the report detailing the internationally agreed upon gas hydrate markup language for searching hydrate databases to the NETL. This vendor has the unique capability to access necessary database developers and database information necessary to generate the report with the required content. This request is considered to be sole source to The Colorado School of Mines. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result the announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. The North American Industry Classification (NAIC) is 518112.
