Description
The National Institutes of Health (NIH), National Institute of Child and Human Development (NICHD) intends to procure on a sole source basis with Michigan State University to provide analysis of data in order to identify risk factors of Preeclampsia (PE) and achieve early diagnosis and a potential effective treatment. PE is an obstetric syndrome associated with a high maternal and neonatal morbidity and mortality. Accumulating evidence suggests that an imbalance between pro-angiongenic and anti-angiogenic factors is involved in the pathophysiology of PE. Endoglin is a protein expressed on endothelial cells, which regulates the pro-angiogenic effects of transforming growth factor. There is limited information about the biology of endoglin during pregnancy and its associations with PE. the contractor will focus on statistical analysis for the associations between PE and risk factors such as maternal plasma concentrations of soluble endoglin, sVEGFR-1 and PlGF. The study subjects are patients with PE, HELLP syndrome and women who delivered small for gestational age (SGA) neonates. The contractor will apply various statistical models which are based on generalized linear model adjusted with clinical covariates such as maternal age, parity, previous preterm delivery, smoking and vaginal bleeding. With this approach, more powerful statistical tests on the identification of significant risk factors will be conducted and will greatly facilitate the understanding of the associations between PE and risk factors. By Authority: 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 22 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
