- SYNOPSIS The Federal Aviation Administration (FAA) has a requirement for a short-term bridge contract of 6-months to provide technical training to Air Traffic Control Specialists. Technical training is provided for newly hired Air Traffic Control Specialists with specialized training to occupy staff positions at field facilities. The Air Traffic Division also develops, revises, and maintains lesson plan materials used in all FAA ATC facilities. This 6-month bridge contract will allow the FAA the administrative time necessary to put in place a long-term contract providing competitive bidding for a five (5) year contract. This bridge contract will provide all contract personnel required to fulfill the training mission of the FAA Academy until such time as the follow-on can be awarded. This bridge was necessary as the current contract is to expire on July 31, 2006. The replacement contract was delayed in starting due to the development of the actual numbers of students that will be required to be trained over the next five years to meet the FAA Administrator's stated requirements to replace the current ageing air traffic work force. In accordance with AMS 3.2.2.4, Single Source Selection, the Product Team responsible for this acquisition has determined that issuance of a bridge contract to The University of Oklahoma, College of Continuing Education, Norman, Oklahoma, the incumbent contractor that is currently supplying these services to the FAA, for an additional 6-month period, to be the only feasible method of continuing these critically required services. Due to the urgent requirement to hire, train and replace an estimated 12,000 Air Traffic Controllers that will be retiring within the next five to seven years there can be no lapse in training the new replacement Air Traffic Controllers. To continue with the current vendor on a six-month bridge contract until such time as the competitive follow-on contract can be put in place is the only alternative available that will not cause a break in services to the FAA. Any break in services could have a major impact on the FAA's ability to fill and staff critical Air Traffic Controller positions in Centers and Airports nationwide. To not take this action could mean a restriction of take off and landings nationwide, unfilled seats in Air Traffic Centers and towers, and cause a reduction in the FAA's ability to serve the flying public. The economics of this would have an impact on both the nation and its ability to commence trade worldwide.
