- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Southern Region Contracting Center-East, Fort McPh erson, Georgia is conducting market research to determine the extent to which Small Business concerns are capable of performing as prime contractors for a requirement to provide transportation motor pool (TMP) services located at Fort Bragg, North Carolina in the following functional task areas: 1) motor vehicle dispatch, 2) shuttle bus service, 3) movement of personnel and baggage, 4) issue military drivers license, 5) administrative/customer support, and 6) grounds maintenance and policing. Information submitted by Large Business concerns will NOT be considered. The contractor shall furnish all management, supervision, personnel, equipment and supplies, except as specified as Government furnished. The Non-Tactical Vehicle (NTV) Fleet under this contract consists of approximately 1,500 vehicles to include sedans, b uses, ambulances, and light/medium/heavy cargo vehicles, (including tractor-trailers). The quantities may vary and are subject to change during the life of this contract. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 485999; small business size standard is $6.5 Million. The Government will not reimburse any concern for information submitted in response to this SOURCES SOUGHT request. Any information submitted is voluntary. Interested business concern s are requested to provide a capability statement with the following information: 1. Provide relevant past experience information demonstrating your capability to manage and operate a TMP service over the last three (3) years covering a wide range of TMP activities to include the task areas stated above. Relevant past experience must b e consistent with the nature, size and scope of the functions task areas listed above and in accordance with the DRAFT Performance Work Statement (PWS). Please send requests for a copy of the DRAFT PWS to marie.myers@forscom.army.mil no later than 09 May 0 6. Identify the largest, most complex contracts with the following information: a. Description of the services provided (i.e. types and range of skills) b. Contract Number and Period of Performance c. Contract Type, (i.e. Firm-Fixed Price, Cost-Plus-Award Fee, etc.) d. Dollar value e. Number of employees f. Point of contact at the contracting activity that awarded the contract and their telephone numbers 2. Provide your small business size category, i.e. HUB Zone, 8(a), Small Disadvantaged, Small Business. If you are an 8(a) small business concern please, provide the date of graduation from the program. 3. Provide information that supports your ability to obtain financial resources to perform the TMP effort. Identify source of financial support i.e. financial institution etc. 4. Provide information concerning your companys gross annual receipts for the past three (3) years. 5. Identify any current successful teaming or partnering arrangements with large and/or small business concerns, and any plans to utilize teaming or partnering to perform this requirement. 6. If unable to perform all of the task areas as the prime contractor, small business concerns must be capable of performing at least 50 percent of the total work if plans are to subcontract portions of the work. Specify which of the task areas you will perform as a prime contractor and if not all specify which task areas will be performed by someone else. All interested business concerns are required to respond to this sources sought announcement via e-mail NLT 16 May 2006, 12:00 p.m. (Noon) EST to Ms. Marie Myers at marie.myers@forscom.army.mil. Responses shall not exceed ten (10) pages, double-spaced, no rmal Times New Roman, font size10-12. The information provided in response to this sources sought will be used to finalize the acquisition strategy for this requirement.
