Description
This notice is for informational purposes only. The U.S. Department of the Army, Research, Development, and Engineering Command (RDECOM), is seeking information on systems capable of defeating specific types of Improvised Explosive Devices (IEDs). I nformation concerning the specific type of IED is classified at the collateral SECRET level and can be obtained by emailing the following information to sources.sought.ieds@arl.army.mil: COMPANY NAME, LOCATION OF COMPANY, MAILING ADDRESS for CLASSIFIED DO CUMENTS, and CAGE CODE The email should reference W911QX-06-R-0007 in the subject line. This information will be forwarded to Security Personnel for verifying an active facility clearance and for forwarding the requested information. Interested parties are advised that only US companies with active DoD secret facility clearance will be eligible to receive the information. Interested parties should allow a minimum time of 2 weeks to allow for verification of appropriate clearance and receipt of requested information. In general, the Government is interested in systems that are able to defeat the classified IED threat and that have attained a level of maturity equivalent to Technology Readiness Level (TRL) 7 or higher. Upon the conclusion of this announcem ent, the Government plans on reviewing the responses according to: effectiveness (performance), maturity (TRL), complexity, cost and deployability (to include impact on existing force structure, trainability, maintainability, reliability, interoperability, and personnel hazards). It is possible that multiple responses may contain similar approaches and may also overlap existing Government-directed efforts. In order to allow a more consistent evaluation of the responses, the following response format is re commended: 1) Technology Description  What form of technology and specifically how does it affect the threat IEDs; 2) System Description  What comprises the system from a hardware standpoint (size, weight, location) and interface requirements (power and operator controls); 3) Effectiveness  Reliability of defeating the threat and anticipated area coverage; 4) Maturity Level  The TRL that the system attained and how that level was assessed; 5) Cost of Implementation  ROM to produce system and integrate onto a platform to include a parts listing and integration plan; and 6) Deployability - Impact on existing force structure, trainability, maintainability, reliability and personnel hazards (to include both operators and bystanders). Also included are inter operability issues (interference with existing U.S. systems), specifically electronics). Responses should be submitted in electronic form (a CD with documents in MS Word is preferred) and not exceed 15 pages in length. All responses must contain the appr opriate security classification markings and/or packaging as defined in Security Classification Guide that accompanies the information concerning the specific type of IED. Responses must be mailed to: US Army Research Laboratory, ATTN: AMSRD-ARL-O-IO-SC (APG), APG MD 21005-5066. The inner envelope must be marked with: Response to Sources Sought Announcement for IED Defeat. It is possible that the Government will request additional information during the review process. Such requests, along with any responses to such requests, must be transmitted through the Contracting Officer. This sources sought synopsis is being published for the gathering of information only and shall not be construed as a request for competitive proposals or as an obligation on the part of the U.S. Government. Funding is presently not available and not guara nteed. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the Interested Party and these costs will not be reimbursed by the Government. Interested parties are also advised that any Contract(s) awarded for these efforts will require the c ontractors personnel to have and maintain security clearance at the Secret level. In addition to the information submitted in accordance with the above, interested parties need to submit a written, detailed capabilities statement describing specific qual ifications of personnel, proof of security clearances and demonstrated experience of the personnel and company in performing work in the discipline being addressed in the technical portion of the response. All interested parties, regardless of size, are e ncouraged to respond to this request for information.
