Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a contract on a sole-source basis to DataAspects Corporation, pursuant to FAR 6.302-1, for the design and development of software applications for the maintenance , storage, and retrieval of chemical and biological information from a complex, multi-tiered system invented (Patent No. 6,654,736) and operated by the Department of Chemical Information at the Walter Reed Army Institute of Research. The system is large a nd sophisticated, containing integrated information on over 500,000 chemical compounds and their testing results in numerous in-vitro and in-vivo biological assays. Many skills are required of those engaged in the creation and maintenance of this system i ncluding chemistry, parasitology, biological testing, chemical inventory management and information technology. Two to three years are required to attain a proficiency in these areas sufficient to contribute independently to the systems growth. DataAspe cts was instrumental in the conversion of this very system from index-sequential to relational- and thesaurus-oriented databases and one of the employees at DataAspects served as the principal investigator for five years of the systems development from 19 90 through 1994. USAMRAA intends to award this requirement under Simplified Acquisition Procedures. A firm-fixed-price-type award is planned.
