Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AND THE TEST PROGRAM OUTLINED IN FAR 13.5, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT IS THE ONLY SOLICITATION; REFERENCES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER IS N2551063812 AND IS BEING ISSUED UNDER FAR PART 15 AS A REQUEST FOR PROPOSALS. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) FOR THIS PROCUREMENT IS 541519. THE AWARD WILL BE A FIRM-FIXED PRICE CONTRACT FOR A BASE YEAR WITH FOUR (4) OPTION PERIODS. THE CONTRACTOR SHALL PROVIDE ALL THE MATERIALS, TOOLS, LABOR, PARTS, AND TRANSPORTATION FOR THE REQUIRED SERVICES IN THE ATTACHED STATEMENT OF WORK FOR THE FIRM-FIXED PRICE AMOUNT PROVIDED IN RESPONSE TO THIS RFP. PLACE OF PERFORMANCE WILL BE IN WASHINGTON, DC. THE SOLICITATION IS FULL AND OPEN COMPETITION (OPEN TO BOTH SMALL AND LARGE BUSINESSES). THE FOLLOWING FAR PROVISIONS AND CLAUSES ARE APPLICABLE TO THIS ACQUISITION: FAR 52.212-01, INSTRUCTIONS TO OFFERORS-COMMERICIAL ITEMS, FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS; THE FOLLOWING FACTORS SHALL BE USED TO EVALUATE OFFERS: 1) TECHNICAL APPROACH 2) PAST PERFORMANCE AND 3) CORPORATE EXPERIENCE. THE OFFEROR SHALL FULLY ADDRESS EACH OF THE TASKS WITHIN THE STATEMENT OF WORK PROVIDING ENOUGH DETAIL AND EXPLANATION TO ILLUSTRATE THEIR ABILITY AND METHODOLOGY TO MEET EACH REQUIREMENT. THE OFFEROR SHALL SUBMIT REFERENCES FROM THE PAST 3 YEARS FOR SIMILAR OR LIKE CONTRACTS INCLUDING CO NAME OR OTHER POC, TELEPHONE NUMBER, CONTRACT NUMBER, CONTRACT VALUE, PERIOD OF PERFORMANCE. THE OFFEROR SHALL SUBMIT DOCUMENTATION AS LISTED BELOW TO DEMONSTRATE CORPORATE EXPERIENCE. THE OFFEROR SHALL SUBMIT A PRICE PROPOSAL. TECHNICAL ELEMENTS AND PRICE WILL BE CONSIDERED IN A BEST VALUE AWARD; TECHNICAL FACTORS WHEN COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE; CRITERION 1 IS SLIGHTLY HIGHER IN IMPORTANCE THAN CRITERION 3; CRITERION 3 IS SLIGHTLY HIGHER IN IMPORTANCE THAN CRITERION 2; THE OFFEROR'S PROPOSAL SHALL BE PROVIDED IN TWO (2) PARTS, ONE FOR THE TECHNICAL PROPOSAL AND ONE PART FOR PRICE. Attached: Statement of Work: Web Analytics Statement of Work The National Park Service is seeking a Contractor to integrate and deploy a hosted (ASP Model) Web statistics and Analytics service. The Contractor must demonstrate the following capabilities and meet the following requirements. Capabilities and requirements: 1. The Contractor must demonstrate that the company 7+ years of experience in the web analytics industry. 2. The Contractor must demonstrate a 90%+ customer retention rate over the last 3 years. The Contractor must also demonstrate growth in the web analytics industry, supported by multiple large scale internet sites that are serviced by the Contractor. 3. The Contractor must provide the capability for near real-time monitoring of site(s), pages, clicks, and visitation. a. Within 5 minutes of visit, the visitation statistics should be available. b. Each click should update within 5 minutes of the click. 4. The Contractor must demonstrate capability to handle 80 million page views per month without affecting the load times of pages, sites, hits or media. 5. The Contractor must demonstrate capability for unlimited user accounts (estimated 500 users, 10 admin?) with custom dashboards, custom reports and access for such users from any internet connection. a. Each user must be able to customize their dashboard. b. Each user must be able to customize their reports and view in near-real time. c. Each user should be able to access reports 24 hours a day, 7 days a week and 365 days a year. d. Multiple roles must exist for users: i. Site Admin (Root) ii. Directory level administration (nps.gov/yell) iii. User/Report level access 6. The Contractor must demonstrate at least 24X5 support. 7. Solution capabilities*: a. Detailed Visitor Segmentation b. Detailed forward and backward Path analysis reports c. Detailed traffic analysis reports d. Separate reporting based on URL match i. Given a URL string to match, THE FULL capabailty of reports should be available on that URL string and anything matching it (Wildcards, RegEx, etc.) e. All of the following reports are required for both site level reports and directory/sub-domain: i. Page Views ii. Unique Visitors* iii. Visits iv. Downloads v. Return Frequency, Daily Returns, Return Visits vi. Referrers (and Referrer Domain) vii. Search Reports (Engines, Keywords etc) viii. Time Zones, Regions, Countries, States, Localities ix. Media (Browsers, Mobile, IPOD, PDA etc) x. User's home page xi. OS xii. Monitor Settings (Color, Resolution, etc) xiii. Plug ins and Scripts (Java, JavaScript, Flash, etc) xiv. Cookies xv. Connection Types xvi. Most Popular (Pages, Sites, Servers) xvii. Clicks in Real time (A client to watch a page and watch the clicks) xviii. Time on page, Time on site xix. The Contractor must demonstrate long standing security and data integrity standards/enforcement. 9. The Contractor must include integration into the bundle. Corporate Experience: The Government will evaluate each Contractor's experience on the basis of its breadth, its depth, and its relevance to the work described herein. A. The offeror shall demonstrate extensive experience in providing real time or near real time web analytics to multiple large scale websites. B. The offeror shall demonstrate ability for multiple simultaneous users to run multiple disparate and similar reports concurrently without performance degradation. C. The offeror shall demonstrate the availability of technical and end user support during business hours of the National Park Service. (8AM EST to 7PM PST) D. The offeror shall demonstrate the average resolution time for technical support issues. E. The offeror shall demonstrate in their presentation how and to what level integration of code will be supported/performed. F. The offeror shall demonstrate that their code offers 0% degradation to nps.gov website performance and will not cause any degradation of service to the visitors of nps.gov. (2.5%) G. The offeror shall demonstrate how the web analytics solution works without the use of persistent cookies.
