Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IAW THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. NOTE: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The solicitation number is NBCR06020. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620. The United States Department of the Interior/National Business Center/Office of the Secretary, pursuant to the requirements at FAR 5.101, and utilizing procurement regulations as per FAR Part 13 "Simplified Acquisition Procedures", and FAR Part 12, "Acquisition of Commercial Items", hereby issues this combined synopsis and solicitation for the commercial items as described in the Statement of Work. This procurement will be done in accordance with FAR, Part 6, Other than full and open competition. The US. Department of the Interior, National Business Center (NBC), intends to award a sole source purchase order to Fundacion Kukulkan in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09 dated April 19, 2006. . THE FOLLOWING PROVISIONS ARE INCOROPORATED BY REFERENCED AND ARE THEREFORE APPLICABLE TO THIS ACQUISITION: 52.212-1, INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS 52.212-2, EVALUATION--COMMERCIAL ITEMS 52.212-3, OFFERORS PRESENTATIONS & CERTIFICATIONS--COMMERCIAL ITEMS 52.212-4, CONTRACT TERMS & CONDITIONS--COMMERCIAL ITEMS OFFEROR SHOULD REFERENCE ADDITIONAL ADDENDA INFORMATION PROVIDED BELOW REGARDING THE EVALUATION OF OFFER, AND INSTRUCTIONS TO OFFEROR. ONLY THOSE OFFERS CONFORMING TO THE SOLICITATION WILL BE CONSIDERED. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. INTRODUCTION: This document defines the scope of work, with deliverables, to be accomplished by the Contractor for the Department of the Interior (DOI). Scope of Work U.S. Department of the Interior International Technical Assistance Program For International Workshop on Economics of Natural Protected Areas General Description. The Contractor shall furnish all services, materials, supplies, instruction and travel as required, in connection with the work described herein. The workshop shall be in accordance with all instructions as set forth in this contract. The Scope of Work shall consist of a 5-day workshop to instruct 25 professional government and non-government participants on economics of natural resources in relation to natural protected areas in Peru. The training will occur in or within a 1-hour drive from Lima, Peru. This contract will be completed as a single event workshop to instruct staff from the Government of Peru on economic themes as they relate to natural protected areas. The Contractor shall implement one 5-day workshop in or within a 1-hour drive from Lima, Peru that will provide technical training on the economics of natural resources, which includes the analysis of environmental values, micro-economics, and cost-benefit analysis. Background. The U.S. Department of the Interior's (DOI) International Technical Assistance Program (ITAP), with funding from the U.S. Agency for International Development/Peru (USAID/Peru), is providing training and technical assistance in support of USAID/Peru's protected area management efforts with the National Institute of Natural Resources (INRENA). DOI intends to issue a contract to provide a 5-day training workshop for 25 participants from INRENA resource management staff and representatives from other government agencies involved in resource management. Specific economic themes will include analysis of environmental values, micro-economics, economics of natural resources, and cost-benefit analysis. Currently, INRENA is faced with extreme budgetary shortfalls in managing protected areas. Generally, visitor fees from protected areas in Peru generate only about 10 percent of the revenue needed to manage those areas. DOI is working with INRENA staff to improve the budgetary support of protected areas by using economic tools to estimate the actual and potential importance of Peru's system of protected areas versus current expenditures for their use and protection. The purpose of this action would be to help INRENA demonstrate and justify the need for greater budget allocations for the management of protected areas. It is anticipated that a comprehensive valuation of protected areas, and improved management and control, would yield economic returns to the Government of Peru that would more than offset the higher costs of management and control. INRENA is directed to manage a system of protected areas under the Protected Natural Areas Law (No. 26834) of 1997. In 2003, INRENA was responsible for managing 57 protected areas totaling 12.7 percent of the surface area of Peru. These areas include 10 National Parks, 9 National Reserves, and 13 Reserve Zones. In all, there are 9 categories of protection that total 16 million hectares. INRENA is in need of additional economic support to finance the management of the 57 protected areas. One of the first steps in developing budgetary support for protected areas is to train INRENA staff and other Peruvian government agency staff in the economics of natural protected areas. DOI is looking to initiate this workshop to provide training to INRENA staff on cost-benefit analyses for protected areas. DOI is also looking to provide general guidance to participants on the economics of natural areas, with the expected outcome that participants will leave with a very high level of understanding of economic benefits provided by natural protected areas. Scope of Work. The Contractor shall provide an intensive 5-day workshop divided into two sections: (1) one-day training for representatives of all identified government agencies involved in resource management, covering economic themes in an overview workshop style (to occur during first day of workshop); (2) training for INRENA staff only, with training focused in more detail on economics of natural resources and cost-benefit analysis (to occur during remaining 4 days of workshop). Topics covered will include: tools to effectively analyze environmental values and apply micro-economics and conduct cost-benefit analyses in the management of protected areas; pitfalls and issues with economics of natural resources; and conducting economic evaluations of protected areas. The training provided will consist of a combination of presentations, exercises, market simulations, analysis of local data, and evaluations of protected areas. Specific economic themes will include analysis of environmental values, micro-economics, economics of natural resources, and cost-benefit analysis. The workshop will also provide training on environmental resource value determination, market and politics in conserving environmental resources, and the environmental economy. The first day of the workshop will provide an introduction of economic methods for improved conservation of biodiversity and the management of natural resources. The contractor must develop class exercises for this workshop that are specific to Peru and can be applied to natural protected areas in Peru. The contractor must present the workshop in Spanish and provide written materials for the class in Spanish. The contractor must guide participants through an application of benefit-cost analysis for a selected protected area in Peru. This is especially important, since workshop participants will need to take the skills learned in the course and apply them to newly created protected areas within Peru. Minimum Qualifications of Contractor. The contractor must demonstrate 3 years of experience working with Latin American governments within the realm of natural resource economics. The contractor must also have a minimum of 3 years of experience working internationally with natural resource government agencies. The contractor must have extensive experience with training in foreign countries on issues of economic values of natural resources and presenting economic data in convincing, comprehensible ways. The contractor must have extensive field experience in Latin America relating to protected areas and forestry issues. Evaluation Criteria for Selecting Contractor. (Competence/Expertise) Contractor has a minimum of 5 years of experience and/or advanced degree in environmental economics. Contractor is fluent in the Spanish language on a technical level Contractor has 3 years of technical experience in the presentation of benefit-cost analyses with respect to natural protected areas. Contractor has presented a minimum of 10 international workshops on protected area economics. (Past Performance) Minimum of 3 years/6 previous events in conducting workshops in the Spanish language. Minimum of 3 years/6 previous events in conducting workshops on the economics of natural resources/protected areas. Minimum of 3 years of experience in training on an international level Minimum of 3 years of experience working internationally with government agencies on natural resource/protected area economics. Contractor shall provide a minimum of 5 references relating to previous international economic workshops completed. Proposal Contents. Applicants need to submit proposals that contain the following components: Name of company, location, and contact information. Number of years in operation. Description of expertise and staffing. Description of international work experience. Description of workshops presented on economics of natural resources/protected areas. Description of workshop needs (materials, supplies). Description of budget proposal. Draft workshop outline for the 5-day activity. List of key personnel involved in the training The offeror shall submit their proposals in separate two volumes: (a) technical proposal and (b) price proposal. Administration of Contract. The Contracting Officers Representative (COR) for this contract will be the DOI/ITAP Program Manager. The contractor will report directly to the DOI/ITAP Program Manager, located at headquarters in Washington, D.C., and will maintain continuous communications with all relevant parties indicated by DOI. Project Performance. The contractor will deliver to the DOI COR the following: Workshop outline for review and approval, a minimum of one month before the scheduled activity. Five-day workshop in Spanish in or within 1-hour drive of Lima, Peru to government and non-government staff. Workshop report that contains evaluations received from participants. Verbal and written updates on program progress, as requested. Project Schedule. The workshop will be 5 days long and will be completed in or near Lima, Peru. The contract term will be from date of award through September 30, 2006. Reporting Requirements. The contractor shall ensure that an evaluation of the workshop is completed at the end of the first day and fifth day by all participants. The evaluation form must contain questions that can determine the effectiveness of the workshop in educating participants on the economics of protected areas. Invoice Requirements and Payments. The contractor shall submit two invoices for this workshop. The first invoice should cover the initial costs accrued for planning the workshop and for costs from travel to and from Peru. The second invoice shall be submitted after the workshop is complete and after the COR (contracting officers representative) has received the course evaluations.
