NAVAIR Orlando Training Systems Division 12350 Research Parkway Orlando FL 32626 NOTIFICATION OF PLANNED SOLICITATION ENGINEERING PLANT OPERATORS CONTINUUM (EPOC) On 2 March 2006, NAVAIR Orlando Training Systems Division posted a Sources/Sought Market Survey stipulating the need for the following requirement: ?to support the Center for Naval Engineering (CNE) acquiring the development of asynchronous self-paced training materials for use in the Navy - Integrated Learning Environment (ILE). In the execution of their broad and diverse mission, CNE has a requirement to provide a revised/enhanced, scenario-based curriculum in a self-paced interactive delivery format for the Journeyman skill level engineer(s) referred to as Engineering Plant Operators Course (EPOC). The current training is delivered via approximately 119 instructor-lead C, D, F, and G schools. The EPOC product to be purchased under this contract is to enhance cognitive skill development through a blended solution of re-engineered delivery techniques for Surface Engineering personnel assigned to the fleet. EPOC is to address the operator and maintenance skill objects required by the Surface Engineers of the Navy?s non-nuclear shipboard propulsion and auxiliary systems. This effort seeks to enhance the course through reduction of the instructor-led, classroom-based portion by delivering initial instruction and refresher training via self-paced Interactive Multimedia Instruction (IMI). As a result, this effort will require that all forms of instructional strategies, assessment strategies, delivery methods and media be considered in order to provide learning activities and events that will support learning behaviors at the highest level of cognition, including application, synthesis, and evaluation.? The purpose for this announcement is to notify industry of the disposition for the EPOC Project, since the posting of the Sources Sought/Market Survey dated 2 March 2006. The Government extends its appreciation to all the organizations that took time to response to the EPOC DRAFT Statement of Work (SOW). As a result of your feedback, the EPOC Government Team has refined the DRAFT SOW to more clearly define the requirements. A copy of the revised DRAFT SOW, CDRLs, and Appendix A ? EPOC Outline is being provided with this notice. Also, be advised that CNE and NAVAIR Orlando Training Systems Division wants to further convey the following: 1) The official Request for Proposal (RFP) anticipated release date will be on/or about 11 May 2006 2) A Pre-Proposal Conference is scheduled for 17 May 2006 and will be held at Great Lakes, Illinois. The details are provided on following page. 3) The solicitation shall be in accordance with FAR Part 19.5 Set-Asides for Small Business. The applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611430 with size standards of $6.5 million dollars The Government requests that no responses to this notice are to be submitted, as the sole purpose for the posting of this announcement is for information--dissemination only. (a) A pre-proposal conference will be held at the ?Port O Call?, Building 140, Naval Station, Great Lakes, Illinois, 17 May 2006 commencing at 0830 hours (Great Lakes local time). Prospective Offerors must submit names of attendee(s) and name of company, NO LATER THAN 10 May 2006, to the NAVAIR Orlando, Contracting Division, Attn: Madeline Ward, Contract Specialist, Code 2.5.3.3, email address madeline.ward@navy.mil. (b) A site visit will be conducted immediately following the pre-proposal conference. For attendees desiring to participate in the site visit, bus service will be provided to and from the ?Port O Call?, Building 140. All offerors must use the bus to tour the site. Parking will not be available at buildings on the site tour. (c) Directions from O?Hare Airport: From O'Hare Airport Exit to Chicago Exit, I190 east toward Chicago Loop, exit I294 North toward Milwaukee Exit #1C. Continue on I294, turns into I94. Exit on IL 137, Buckley Road east, and follow this road to Sheridan Road, turn in to Naval Station Great Lakes Gate 3. Present required documentation at the gate to gain access. From gate 3 proceed east on D Street. Turn left onto Sampson St. Sampson St continues to the left of the intersection of Deway Ave. Turn right onto Bronson Ave. Bronson will dead end into the ?Port O Call?, Building 140 at Mac Donough Ave. A site map is enclosed in PDF format. (f) The Vehicle Pass process at GATE 3 can vary depending upon if the vehicle is rented or private/corporate owned. If the vehicle is rented the operator will be required to present a valid drivers license and a rental agreement. If the vehicle is private/corporate owned the operator will be required to present all three of the following: valid drivers license, state vehicle registration, proof of insurance coverage. (g) Only the names provided as noted above, in advance will be on the access list for Gate 3. Once a visitor vehicle pass is received, precede directly to the ?Port O Call?, Building 140; parking will be available at that location ONLY. It is strongly recommended that the teams representing prospective offerors carpool together as all vehicles will require vehicle passes. Enter the ?Port O Call?, Building 140 main floor. No visitor is allowed in Building 140 any earlier than 0800 hours. (h) If offerors have problems gaining access to the Naval Station or need directions please call ENC Williams.
