Description
The Bureau of the Public Debt (Public Debt) is assessing the market to gain information about the procurement of services for the off-site administration of the Inter-American Foundation (IAF) Field Research Fellowship Program funding Fellowships supporting one-year of dissertation research in a designated country of Latin America and the Caribbean. In consultation with IAF staff, and in compliance with guidelines issued by the U.S. Office of Management and Budget Circulars A-133 and A-110, the contractor shall provide primary administrative oversight and management of the IAF Field Research Fellowship Program at the Doctoral Level. The IAF is interested is receiving information from vendors who have the capabilities to perform the following tasks: 1. Fellowship Competition: Respond to inquiries; Establish and adhere to Fellowship cycle deadlines; Receive grant applications; Review applications for technical compliance with IAF requirements and notify those applicants rejected because of noncompliance; Convene an academic review committee; Distribute the technically satisfactory applications to the committee members for review and rating; Make all arrangements for one meeting of the academic review committee in Washington, D.C.; Tabulate the committee?s ratings and rank the candidates to reflect the committee?s deliberations; Draft an ?Approval Memorandum? listing the applicants approved as Fellows and alternates and summarizing the research projects; Submit the ?Approval Memorandum? and the ranked applications to the appropriate IAF staff; Notify unsuccessful applicants; Store applications received for three years after receipt and maintain records as needed. 2. Fellowship Grant Management: Upon notification from the IAF and as designated by the IAF, process expeditiously up to 10 grants to U.S. universities, of approximately $25,000-$30,000 each; Make all necessary arrangements with the universities, supra, for the disbursement of the fellowship funds to the individuals indicated by the IAF; Monitor university compliance with all terms of the grant agreement including the submission of all required Federal certifications, appendices and reports, Maintain and store files on the grants and the fellows for three years following the expiration of the grant period per each grant agreement. 3. Mid-Year Meeting: Make all necessary arrangements for an IAF-sponsored Mid-term Grassroots Development Conference of two and one-half days at a Latin American or Caribbean location selected in consultation with the IAF. The Inter-American Foundation is requesting literature (one page/500 words maximum), that will demonstrate the vendor?s ability to meet the specified capabilities outlined above, commercial price lists (if available) and/or GSA Schedule, business size, and references (agency name, point of contact, and phone number). This literature should be delivered no later than close of business (COB) Thursday, May 11, 2006. In your response, please reference RFI-FRF-1. Please note that this information is being requested for information and planning purposes. The Government does not intend to award a contract based on the information provided or otherwise pay for the information requested. No additional information is requested at this time. Dependent upon the results of this market survey, The Inter-American Foundation may subsequently issue a solicitation to acquire the appropriate services.
