- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 60024 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This is a small business set-aside. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for neuropsychological testing. The neuropsychological testing includes but not limited to standard and customized tests of intelligence, personality, memory and learning for the diagnosis and treatment of adults and children in support of the NINDS intramural research program. Responsibilities include the development of new protocol-specific tests, selection and administration of neuropsychological tests suited to the protocol under study and the individual being tested, analysis and interpretation of test results and completion of a written report to be filed with the referring physician and in the medical record. This requirement includes the performance of intraoperative neuropsychological testing and intracarotid amytal (Wada) procedure. This requirement requires approximately 1,040 hours. The period of performance will be May 15, 2006- May 14, 2007 with the option of two additional one year option periods. The position requires (1) significant experience in methodology, design, analysis, interpretation and reporting of standard clinical neuropsychological tests in the research setting; (2) ability to design and customize neuropsychological tests and tests panels specific to research needs of NINDS; and (3) ability to perform the required testing in both adults and children. The position requires a licensed Clinical Neuropsychologist and the ability to meet requirements for NIH Clinical Center credentials as a licensed Clinical Neuropsychologist. The NINDS requires at least 10 years experience with intraoperative neuropsychological testing and intracarotid amytal testing in patients with epilepsy and other neurological disorder and be able to perform 100-200 testing procedures per year on-site in the NIH Clinical Center. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria (1) demonstrated experience in neuropsychological testing; (2) ability to meet the technical requirements. (3) past performance: three references within the last three years. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
